PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - March 7

The following notices were published in the
March 7 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the March 7 PA Bulletin inviting comments on a State Only Air Quality Operating Permit for the MarkWest Liberty Midstream & Resources, LLC Harmon Creek Natural Gas Processing Plant in Smith Township, Washington County.  The operating permit would authorize the operation of air contamination sources and air cleaning devices associated with expansion of the plant to add a third cryogenic plant and a second de-ethanization plant.  (PA Bulletin, page 1321)  Read more here.

-- Repsol Oil & Gas USA, LLC - Warner Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Rush Twp., Susquehanna County. (PA Bulletin, page 1347)

So far in 2026, DEP received or acted on 27 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Buckeye Pipeline Company - 706 Pipeline Protection Project: DEP invites comments on an Individual Stormwater Permit for protecting a pipeline exposed at three locations in unnamed tributaries to Jordan Creek (High Quality) located in South Whitehall Twp., Lehigh County. -- Terreva Renewable Energy LLC - Landfill Gas Facility: DEP issued an Air Quality Plan Approval extension for the facility located in Wayne Twp., Clinton County. (PA Bulletin, page 1350)

-- American Refining Group, Inc. - Bradford Refinery: DEP administratively amended a Title V Air Quality Permit with the requirements of Plan Approval 42-0004K for the facility located in the City of Bradford, McKean County. (PA Bulletin, page 1351)
