PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - March 28

The following notices were published in the
March 28 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the March 28 PA Bulletin inviting comments on a Chapter 105 Encroachment Permit for a 4.1 mile, 16-inch EQT ARO LLC aboveground shale gas development pipeline in Cascade Township, Lycoming County.  (PA Bulletin, page 1744)  Read more here.


-- DEP published notice in the March 28 PA Bulletin announcing it has rescinded the Civil Penalty Assessments In The Oil and Gas Management Program Technical Guidance (DEP ID: 550-4180-001) and replaced it with two new Standard Operating Procedures Documents-- one for conventional and one for unconventional shale gas operations. DEP said the new civil penalty SOPs will be publicly available on the Department's website.


Land Recycling/Brownfield Cleanups

-- Blackhill Energy LLC - Kline B Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Springfield Twp., Bradford County.  (PA Bulletin, page 1761)

-- XTO Energy [Exxon] - Fabian Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Center Twp., Indiana County.  (PA Bulletin, page 1761)

-- Expand Operating LLC - Coyle Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with diesel to meet the Statewide Health Standard at the pad located in Liberty Twp., Susquehanna County. (PA Bulletin, page 1762

So far in 2026, DEP received or acted on 42 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- WM Renewable Energy LLC - Landfill Gas Facility: DEP invites comments in WMG55 General Waste Permit accepting and processing landfill gas from Tullytown Resource Recovery Facility, GROWS and Fairless Landfills located in Falls Twp., Bucks County. (PA Bulletin, page 1725)

-- Range Resources - Appalachia LLC - US Natural Resources Tank Pad: DEP issued a WMGR123 for treatment and reuse of oil and gas wastewater adding a 714,000 gallon storage tank at the facility located in Somerset Twp., Washington County.  (PA Bulletin, page 1764)
