Oil & Gas Well VOC Reporting
Cary Miller, Bureau of Air Quality, will provide an overview of the volatile organic compound reporting rule covering conventional and unconventional oil and gas wells and facilities.
Unconventional shale gas facility owners started reporting under the rule on June 1, 2024 on calendar 2023 emissions, although shale gas companies started reporting their emissions in 2011 in a basic way.
Conventional oil and gas facility owners started reporting June 1, 2025 on calendar year 2024 emissions, as a result of the settlement of a court challenge to the rule. Read more here.
There are more than 100 unconventional gas well production and pipeline companies required to report under the rule.
There are nearly 5,000 conventional oil and gas companies and individuals covered by the rule, most own fewer than 5 conventional wells. Only about 850 owners have more than 5 wells and about 260 owners have more than 50 wells.
The rule covers more than 113,000 active oil and gas wells-- 12,000 unconventional shale gas wells and more than 100,000 conventional oil and gas wells.
In addition, there are 472 pipeline compressor stations and other midstream pipeline sites and 126 mainline pipeline compressor stations in the state.
The presentation did not show how many of the companies reported or the emissions they reported to DEP’s Emissions Inventory Database.
