PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - June 6

The following notices were published in the
June 6 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the June 6 PA Bulletin announcing the renewal of a Title V Air Quality Permit for the 750 MW Marcus Hook Natural Gas Power Plant in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 3390)


-- DEP published notice in the June 6 PA Bulletin announcing it has approved a Chapter 105 permit for an 8 mile long, 24-inch EQT ARO LLC water pipeline to support shale gas development in State Forest Land in Cascade and McNett Townships, Lycoming County. -- DEP published notice in the June 6 PA Bulletin announcing the approval of an Air Quality Permit for the reactivation of multiple sources of air pollution at the Constellation Energy Three Mile Island Nuclear Data Center Power Plant located in Londonderry Twp., Dauphin County.  (PA Bulletin, page 3388)


-- On June 4, the Susquehanna River Basin Commission approved a water withdrawal request from Constellation Energy for the restart of the Three Mile Island Nuclear Data Center Power Plant located in Londonderry Twp., Dauphin CountyRead more here.


-- DEP published notice in the June 6 PA Bulletin announcing an extension of the Tenaska Pennsylvania Partners, LLC natural gas power plant Air Quality Operating permit until Nov. 28, 2026 located in South Huntingdon Twp., Westmoreland County.  (PA Bulletin, page 3389)  [Note: DEP is considering the first Title V Air Quality Permit for the facility.  Read more here.]


-- DEP published notice in the June 6 PA Bulletin inviting comments on the termination of the NPDES Water Quality Permit for the Mercatoris Oil Co. Inc. located in Sadsbury Township, Crawford County. DEP said the intent to terminate the permit was the result of the failure of Mercatoris Oil to comply with one or more conditions of the permit.  (PA Bulletin, page 3403Read more here.

-- Repsol Oil & Gas USA LLC - Ingalls Shale Gas Well Pad: DEP received a Final Report on remediation of soil, groundwater and surface water contaminated with production wastewater to meet the Background and Site Specific Standards at the pad located in Liberty Twp., Tioga County. -- Expand Operating LLC - Rylee Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Auburn Twp., Susquehanna County [Notice mistakenly said Lackawanna County]. -- Diversified Production, LLC - Spesak F41 Gas Well: DEP received a Final report concerning the remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Fallowfield Twp., Washington County. (PA Bulletin, page 3384)

-- Expand Operating LLC - Cahill Realty Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Overton Twp., Bradford County. (PA Bulletin, page 3384)

-- CNX Gas Company, LLC - NV 48 Shale Gas Well Pad: DEP approved a Final Report on the remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Morris Twp., Greene County. (PA Bulletin, page 3386)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 97 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- National Fuel Gas Supply Corp - Boon Mountain Compressor Station: DEP invites comments on the renewal of a State Only Air Quality Permit for the facility located in Horton Twp., Elk County. (PA Bulletin, page 3366)

-- Diversified Production LLC - Pine Creek Compressor Station: DEP renewed a GP-5 General Air Quality Permit for the facility located in Pine Creek Twp., Jefferson County. (PA Bulletin, page 3387)

-- Perennial Energy CMM, LLC -Cumberland Coal Mine Flare: DEP issued a GP-21 General Air Quality Permit for an enclosed methane flare at the facility located in Center Twp., Greene County. (PA Bulletin, page 3387)

-- CNX Gas Company, LLC - Green Hill Plant: DEP renewed a GP-5 General Air Permit covering multiple sources at the facility located in Center Twp., Greene County. (PA Bulletin, page 3387)

-- Environmental Commodities Corp. - Coal Mine Methane Flares: DEP issued a GP-21 General Air Quality Permit for 3 enclosed mine methane flares located in Morris Twp., Greene County. (PA Bulletin, page 3387)

-- Peoples Natural Gas Company - Natural Gas, Coal Bed Methane Or Gob Gas Facilities: DEP issued a GP-5 General Air Quality Permit for the facility located in the City of Lower Burrell, Westmoreland County. (PA Bulletin, page 3388)

-- Imperial Landfill Gas Company LLC: DEP issued an Air Quality Plan Approval extension to Nov. 28, 2026 for the installation of equipment at the Landfill Gas Plant located in Robinson, Twp. Washington County. (PA Bulletin, page 3388)

-- CNX Gas Company, LLC - Unknown Facility: DEP issued an extension of a GP-5A General Air Quality Permit until Nov. 22, 2027 for an unknown facility located in Sewickley Twp., Westmoreland County. (PA Bulletin, page 3388)
