DEP: E&S Violations Continuing As Keystone Clearwater Solutions Decommissions And Removes Clark To Westholme Shale Gas Aboveground Water Pipeline In Springville Twp., Susquehanna County

On June 5, 2026, the Department of Environmental Protection did a follow-up inspection of the Keystone Clearwater Solutions, LLC project to decommission and remove the Clark to Westholme aboveground shale gas water pipeline and found continuing erosion and sedimentation violations along its route in Springville Township, Susquehanna County.

Among the violations DEP found were--

-- The owner failed to comply with E&S control measures in the permit at multiple locations;

-- Erosion and sedimentation controls need to be installed within 50 feet of Meshoppen Creek;

-- Where the pipeline was cut for removal there was no stabilization of the ground deployed;

-- Mulch from compost filter socks spread into a stream;

-- Multiple areas were found where sediment was deposited along Meshoppen Creek;

-- No stabilization was employed at several slope areas;

-- Evidence of ground disturbance by vehicles and/or waterline placement at 9 different locations; and 

-- The ground where the pipeline was must be stabilized to prevent erosion.

Fresh violations were issued and a response requested by June 30.
