Two dozen photos in the DEP inspection report documents the violations along the entire route located in Tuscarora Township, Bradford County.
DEP inspected this site 10 days before on May 29 and found the same kinds of violations, although no holes were found in the pipeline like last time. Read more here.
Among the continued violations were--
-- Failure to install the pipeline on the route shown in the permit;
-- Failure to install truss crossings of streams at several locations;
-- Failure to stake out and protect wetlands along the route;
-- Failure to use timber mats to cross wetlands, tire tracks were seen going through the wetlands;
-- Failure to install temporary erosion & sedimentation controls during construction;
-- Deep rutting was observed in the access road at several locations;
-- Parts of the pipeline route plans were missing at the site; and
-- Failure to hold a required preconstruction meeting.
DEP noted construction of the pipeline itself appeared to be finished.
