PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - June 20

The following notices were published in the
June 20 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the June 20 PA Bulletin announcement an amendment to the ETC Northeast Pipeline, LLC’s Revolution Cryogenic Natural Gas Processing Plant in Smith Twp., Washington County to update language regarding flare monitoring to alight with a Consent Order entered into on July 24, 2025.   (PA Bulletin, page 3685)


Land Recycling/Brownfield Cleanups

-- Expand Operating LLC - Oilcan Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Overton Twp., Bradford County.  (PA Bulletin, page 3681)

-- Expand Operating LLC - Kerrick Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Asylum Twp., Bradford County. (PA Bulletin, page 3682)

-- Coterra Energy, Inc. - P. Guiton Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Middletown Twp., Susquehanna County. (PA Bulletin, page 3682)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 100 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Air Quality Permits - Comments

-- KC Midstream Solutions LLC - Pipeline Compressor Station: DEP invites comments on the renewal of an Air Quality Operating Permit for a facility located in Lafayette Twp., McKean County. (PA Bulletin, page 3663)

-- Diversified Products, LLC - Johnsonburg Compressor Station: DEP invites comments on a renewal of an Air Quality Operating Permit for a compressor Station located in Mahoning Twp., Indiana County. (PA Bulletin, page 3663)

-- Diversified Products, LLC - Stuby Compressor Station: DEP invites comments on a renewal of a State Only Air Quality Permit for a compressor station located in Mahoning Twp., Indiana County. (PA Bulletin, page 3663)

-- Expand Operating LLC - Stone BRA Shale Gas Well Pad: DEP renewed a GP-5A General Air Quality Permit for continued operation of multiple sources of air pollution at the pad located in Tuscarora Twp., Bradford County. (PA Bulletin, page 3683)

-- JMG Energy, LLC - Deer Creek Compressor Station: DEP renewed a GP-5 General Air Quality Permit for continued operation of multiple sources of air pollution at the facility located in Deer Creek Twp., Mercer County. (PA Bulletin, page 3683)

-- Perennial CMM PA, LLC - Coal Mine Methane Flare: DEP issued a GP-21 Air Quality General Permit for a flare at the Gob Vent Borehole, Cumberland Mine in Wayne Twp, Greene County. (PA Bulletin, page 3683)

-- Perennial CMM PA, LLC - Coal Mine Methane Flare: DEP issued a GP-21 Air Quality General Permit for a flare at the 2nd Gob Vent Borehole, Cumberland Mine in Wayne Twp, Greene County. (PA Bulletin, page 3683)

-- Tennessee Gas Pipeline Co., LLC - Ellisburg Booster Station: DEP renewed a State Only Air Quality Permit for the facility located in Genesee Twp., Potter County.   (PA Bulletin, page 3684)

--  Columbia Gas Transmission - Milford Twp. Compressor Station: DEP renewed a State Only Air Quality Permit for the facility located in Milford Twp., Pike County.  (PA Bulletin, page 3684)

-- Columbia Gas Transmission, LLC - Artemas Compressor Station: DEP amended a Title V Air Quality Permit to incorporate a related Air Quality Plan Approval for the facility located in Mann Twp., Bedford County.  (PA Bulletin, page 3684)


Individual Stormwater Permits - Comments

-- Peoples Natural Gas Co., LLC - Replacing 7,400 Of 2 Natural Gas Pipelines: DEP invites comments on an Individual Stormwater Permit for a project impacting Mill Creek and Coalpit Run (High Quality) located in Ligonier Twp., Westmoreland County. (PA Bulletin, page 3657)
