PA Environment Digest Blog: DEP Invites Comments On Proposed Use Of Emission Credits By Invitium Energy LLC [PPL-Blackstone Joint Venture] For Proposed Shermans Dale Natural Gas Power Plant In Carroll Twp., Perry County To Feed Data Centers

The Department of Environmental Protection published notice in the August 15 PA Bulletin inviting comments on the proposed use of emission reduction credits by Invitium Energy LLC [PPL-Blackstone Joint Venture] for the proposed Shermans Dale Energy Center natural gas power plant to supply data centers in Carroll Township, Perry County. (PA Bulletin, page 5454)

DEP proposes to authorize the transfer and use of 146.31 tons per year (tpy) of nitrogen oxide ERCs for offset purposes from the now closed Ledvance Wellsboro Plant located at 1 Jackson Street, Wellsboro, PA 16901, in Wellsboro Borough, Tioga County.

The proposed Air Quality Plan Approval does not authorize the installation or operation of any air emitting sources, but rather only addresses the transfer and use of ERCs for the proposed project.

The proposed Plan Approval does not assert or imply that the Ledvance ERCs will be sufficient to cover the ERC requirements for the proposed project.

Based on the previously listed findings, the Department proposes to issue a plan approval for the transfer and use of referenced ERCs.

The application was received by DEP on August 4, 2026.

No hearing has been set on this plan, but one may be requested.

Comments are due by September 14-- 30 days from this notice.
