PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - February 14

The following notices were published in the
February 14 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

--  DEP published notice in the February 14 PA Bulletin announcing a March 19 meeting and April 7 hearing on Air Quality Plan Approval for ethylene and air pollution controls on ground flares, the wastewater treatment plant and as-built air pollution controls at the Shell Petrochemical Plant in Potter and Center Townships, Beaver County. -- DEP published notice in the February 14 PA Bulletin inviting comments on an Air Quality Plan Approval for modification of the Hamilton Patriot, LLC Natural Gas Power Plant to increase power output that will increase carbon emissions by 3.5% (98,129 tons annually) for the facility located in Clinton Twp., Lycoming County.  Comments due in 30 days, no hearing set, but can be requested. -- DEP published notice in the February 14 PA Bulletin announcing it has issued a signification modification to the Title V Air Quality Permit for the PEI Power LLC  Natural Gas Power Plant  located in Archbald Boro, Lackawanna County. Hearing held Dec. 17.  (PA Bulletin, page 958)

-- Coterra Energy/Gas Search Drilling Services - 706 Shale Gas Facility: DEP received a Final Report on remediation of soil contaminated by diesel fuel to meet Statewide Health Standards at the site located in Bridgewater Twp., Susquehanna County. (PA Bulletin, page 950)

-- Expand Operating, LLC - Coyle Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with diesel fuel to meet Statewide Health Standards at the pad located in Liberty Twp., Susquehanna County.  (PA Bulletin, page 950)

-- Repsol Oil and Gas USA, LLC - Warner Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Rush Twp., Susquehanna County. (PA Bulletin, page 950)

-- EQT ARO, LLC - Mallory Shale Gas Well Pad C: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet Statewide Health Standards at the pad located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 951)

-- National Fuel Gas - Reno Crude Oil Release: DEP approved a Final Report on remediation of soil contaminated with acenaphthene, anthracene, benzo(a)-anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo-(g,h,i)perylene, 1,1-biphenyl, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methylnaphthalene, phenanthrene, phenol, pyrene, benzene, sec-butylbenzene, tert-butylbenzene, cyclohexane, ethylbenzene, isopropyl benzene, naphthalene, toluene, 1,2,4 trimethylbenzene, 1,3,5 trimethylbenzene and total xylenes to meet Statewide Health Standards at a location in Sugarcreek Twp., Venango County. -- Columbia Gas of PA - Groveton Release Site: DEP approved a Final Report on remediation of soil and groundwater contaminated with arsenic, lead, ethylbenzene, toluene, 1,2,4—trimethylbenzene (TMB), benzo(b)fluoranthene, hexachloroethane, barium, cadmium, chromium, lead, selenium to meet Statewide Health and Site-Specific Standards at a site located in Robinson Twp., Allegheny County. -- EQT - Secretariat Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet Statewide Health Standard at the pad located in Gilmore Twp., Greene County. (PA Bulletin, page 953)

-- Sun Pipeline - Elverson Boro Release: DEP disapproved a Final Report on remediation of soil and groundwater contaminated with unleaded gasoline to meet Statewide Health and Site-Specific Standards at a site located in Elverson Boro, Chester County. (PA Bulletin, page 953)

So far in 2026, DEP received or acted on 19 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Shell Petrochemical Plant: DEP invites comments on an Air Quality Plan Approval for ethylene and air pollution controls on ground flares, the wastewater treatment plant and as-built air pollution controls at the facility in Potter and Center Townships, Beaver County.
