PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - February 7

The following notices were published in the
February 7 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the February 7 PA Bulletin inviting comments on an Individual Stormwater Permit for a 5.8 mile, 30-inch natural gas pipeline to serve the proposed Homer City Generation LP data center 4.5 GW natural gas power plant in Black Lick, Burrell and Center Townships, Indiana County.  (PA Bulletin, page 828)  Read more here.


-- DEP published notice in the February 7 PA Bulletin inviting comments on a Chapter 105 permit for a Columbia Gas Transmission LLC Longwall Mining Mitigation Project to protect approximately 1,360 feet of the 26-inch natural gas Columbia 1758 pipeline and 1,425 feet of the 36-inch natural gas Gibraltar pipeline from undermining by the Tunnel Ridge Panel 29 coal mine in West Finley Twp., Washington County. -- The Susquehanna River Basin Commission published notice in the February 7 PA Bulletin the Executive Director gave his approval to or renewed 42 general water use permits in December and 32 general permits in January for individual shale gas well drilling pads in Bradford, Clearfield, Clinton, Lycoming, Sullivan, Susquehanna, Tioga, Wyoming counties.  Read more here.


Land Recycling/Brownfield Cleanups

-- EQT - Sarah Shale Gas Well Pad: DEP received a Final Report on remediation of soil and groundwater contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Union Twp., Washington County. (PA Bulletin, page 852)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 10 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Waste Permits - Issued

-- Range Resources Appalachia LLC - Chartiers Township 16 Centralized Wastewater Impoundment: DEP issued Residual Waste Permit for oil and gas wastewater storage impoundment located in Chartiers Twp., Washington County. (PA Bulletin, page 854)


Air Quality Permits - Comments

-- Energy Transfer Marketing & Terminals, LP - Marcus Hook Facility: DEP invites comments on a minor modification to an Air Quality Plan Approval involving the surrender of air emission credits for nitrogen oxides and VOCs at the facility located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 833)

-- Diversified Production LLC - Passmore Compressor Station: DEP invites comments on the renewal of State Only Air Quality Permit for the facility located in Bell Twp., Clearfield County.  (PA Bulletin, page 833)

-- Hunterstown Generation LLC - Natural Gas Power Plant: DEP renewed a Title V Air Quality Permit for the power plant located in Straban Twp., Adams County.  (PA Bulletin, page 856)

-- Constellation Energy Generation LLC - Oil-Fired Peaking Power Plant: DEP renewed a Title V Air Quality Permit for the power plant located in Falls Twp., Bucks County.  (PA Bulletin, page 856)

-- Sunoco Midstream LLC - Compressor Station: DEP renewed a State Only Air Quality Permit for the facility  located in Armstrong Twp., Lycoming County. (PA Bulletin, page 856)

-- West Penn Power - Dutch Fork Windsor 138KV Transmission Line: DEP invites comments on an Individual Stormwater Permit for 27.3 acres between the MPLX Compressor Station and an existing transmission line located in Donegal Twp., Washington County.  (PA Bulletin, page 824)
