PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - July 11

The following notices were published in the
July 11 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The Public Utility Commission published notice in the July 11 PA Bulletin inviting comments on a request by Energy Transfer pipeline company to dissolve the Sunoco Pipeline Company and transfer its assets to two new companies.

One new company-- Energy Transfer NE NGL Pipelines LLC -- would own and operate the troubled Mariner East Pipelines and other pipelines carrying natural gas liquids.

A second company-- Energy Transfer RP Pipelines LLC-- would own and operate the pipelines carrying refined petroleum products.  Read more here.


-- DEP published notices in the July 11 PA Bulletin announcing it has issued water quality permits for the Eastern Gas Transmission and Storage, Inc. Appalachian Reliability Natural Gas Pipeline Project in Armstrong, Greene and Westmoreland counties.  (PA Bulletin, page 4216 - 4218Read more here.


-- DEP published notice in the July 11 PA Bulletin inviting comments on a Chapter 105 permit application submitted by Seneca Resources Co, LLC for a 16-inch shale gas freshwater pipeline running through Farmington and Chatham townships in Tioga County. The pipeline project will impact Losey Creek and wetlands at several locations. (PA Bulletin, page 4189)   Read more here.


-- PEI Power, LLC - Landfill Gas-Fired Electric Turbines: DEP invites comments on a Mothball Plan notification it received for a Title V Air Quality Operating Permit that includes a deactivation notification, maintenance plan and intent for reactivation (Mothball Plan) for two landfill gas fired turbines in Archbald Boro, Lackawanna County. The operating permit contains all applicable requirements for emission limitations, work practice standards, testing, monitoring, recordkeeping, and reporting standards used to verify facility compliance with Federal and State air pollution regulations.  (PA Bulletin, Page 4180)


-- The Susquehanna River Basin Commission will hold a hearing July 30 on water withdrawal requests, including two related to shale gas development.  Comments are due August 10.  These requests are intended to be considered at the September 16 Commission business meeting. (formal notice)

-- EQT Corporation - Anthony Petraitis Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Washington Twp., Greene County.  (PA Bulletin, Page 4202)

-- Expand Operating LLC - Porter WYO  Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in North Branch Twp., Wyoming County. (PA Bulletin, Page 4203)

-- Expand Operating LLC - Scarlet Oak Wisler Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in New Milford Twp., Susquehanna County. (PA Bulletin, Page 4203)

-- Evergreen Resources Management Operations - Former Philadelphia Refinery: DEP disapproved a Final Report on remediation of groundwater contaminated with petroleum related compounds because it did not demonstrate the cleanup met Site-Specific Standards at the site located at 3144 West Passyunk Ave., Philadelphia. So far in 2026, DEP received or acted on 112 Act 2 Land Recycling notices related to oil and gas facility site cleanups.
