DEP Posted 49 Pages Of Permit-Related Notices In July 4 PA Bulletin

Highlights of the environmental and energy notices in the
July 4 PA Bulletin-- 

-- PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - July 4 [PaEN]


-- DEP published notice in the July 4 PA Bulletin inviting comments on updated biosolids permits that include provisions to prevent PFAS ‘forever chemical’ groundwater contamination. The permits are PAG-07 (General Permit for Beneficial Use of Exceptional Quality Biosolids); PAG-08 (General Permit for Beneficial Use of Biosolids) and permit for septage biosolids (PAG-09).  Read more here.


-- DEP published notice in the July 4 PA Bulletin inviting comments on the renewal of the Title V Air Quality Permit for the 1,700 MW Keystone Coal-Fired Power Plant owned by the Keystone-Conemaugh Project LLC in Plumcreek Township, Armstrong County(PA Bulletin, page 3887

The Keystone Power Plant and the related Conemaugh Coal-fired Power Plant were scheduled to shut down in December 2028 because they were uneconomical to operate in competition with natural gas power plants.

The energy demands of A.I. data centers, however, provided new markets to sell the electricity generated by these plants.  Read more here.


-- DEP published notices in the July 4 PA Bulletin announcing it has issued two Chapter 105 permits to the Municipal Authority of Hazle Township and the Greater Hazleton Joint Sewer Authority for the Project Hazelnut A.I. Data Center Project offsite utilities in West Hazleton Borough, Luzerne County.  (PA Bulletin, pages 3915 + 3916)

The projects are located approximately 0.46 mile southwest of the intersection of Jaycee Drive and Unico Drive. Read more here.


-- Public Utility Commission published notice in the July 4 PA Bulletin inviting comments on the possibility of promulgating regulations for interconnecting electric loads, including large loads, like data centers.  Specifically, the Commission seeks comments on this list of questions and any other topics that interested parties believe should be included in potential regulations on the interconnection of electric loads.  Read more here.


-- Public Utility Commission published notice in the July 4 PA Bulletin extending the comment period on a notice of proposed rulemaking on utility account management and shutoff provisions in Chapter 14 to August 28, 2026.


Grants

-- Department of Agriculture published notice in the July 4 PA Bulletin announcing it will accept applications for Sustainable Agriculture Grants from July 13 to August 28. The objectives of the program are to promote and support sustainable agriculture in this Commonwealth, provide the farmer the greatest return on their investments by reducing operating expenses, enhancing the value of end products, ensuring water and soil quality for future generations and by reducing the reliance on off-farm inputs.  An eligible project must be located in a Most Effective Basin (MEB) designated by the US EPA. -- Montour, LLC - Montour Power Plant: DEP invites comments on a renewal of a Waste Permit for the Coal Ash Waste Landfill #3 at the facility located in Derry Twp., Montour County. (PA Bulletin, page 3884

-- Monongalia County Coal Resources, Inc. - 30,861 Acre Underground Coal Mine: DEP invites comments on renewal of an NPDES Mining Permit for the coal mine located in Gilmore, Jackson and Wayne Townships, Greene County. (PA Bulletin, page 3891

-- Environmental & Recycling Services, Inc. - Construction & Demolition Waste Landfill: DEP issued a major modification of the Waste Permit for Phase IV of the landfill located in Taylor Borough, Lackawanna County. (PA Bulletin, page 3910
