PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - May 2

The following notices were published in the
May 2 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the May 2 PA Bulletin inviting comments on a Chapter 105 permit for a proposed 4.5 mile, 10-inch EQT ARO LLC natural gas pipeline on Tiadaghton State Forest Land in Cummings and Watson Townships, Lycoming County.  (PA Bulletin, page 2423Read more here.


-- DEP briefed the Oil and Gas Technical Advisory Board on April 30 on the current status of rulemaking petitions, regulations, technical guidance and standard operating procedures.

DEP reported it is working to complete the review of rulemaking petitions increasing setbacks from shale gas wells, increasing bonding amounts for well plugging and developing a possible option for providing financial assurance and new procedures for handling oil and gas wastewater.

DEP said development of updated conventional oil and gas well environmental protection and waste management regulations will not be moving forward in the near future.

DEP also said regulations increasing shale gas permit fees were on hold pending discussions on the FY 2026-27 budget request which includes a $16 million request to fill a hole in funding for the Oil and Gas Program.

DEP does hope to have regulations ready by the end of the year to obtain primacy from EPA for injection well permitting and to implement the Carbon Capture and Sequestration Act (Act 87 of 2024).

DEP briefly updated the status of Technical Guidance and new Standard Operating Procedures in development.

-- Expand Operating LLC - Black Creek Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standards at the pad located in Forks Twp., Sullivan County. (PA Bulletin, page 2439)

-- Expand Operating LLC - Roundwood Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standard at the pad located in Braintrim Twp., Wyoming County. (PA Bulletin, page 2439)

-- Coterra Energy Inc., - P.Guiton Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with wastewater at the pad located in Middletown Twp., Susquehanna County.  (PA Bulletin, page 2439)

-- EQT Production Company -  Route 18 Spill Site: DEP received a Final Report on remediation of soil and groundwater contaminated with inorganics at a site in Jackson Twp., Greene County. (PA Bulletin, page 2440)

-- Expanding Operating LLC - Boy Scouts Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standards at the pad located in Elkland Twp., Sullivan County.  (PA Bulletin, page 2441)

-- Repsol Oil & Gas USA, LLC - Decristo D Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater at the pad located in Sullivan Twp., Tioga County.   (PA Bulletin, page 2441)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 67 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Waste Permits - Issued

-- PennEnergy Resource, LLC - Oil & Gas Wastewater Facility: DEP issued a WMGR-123 General Waste Permit for an oil and gas wastewater treatment and reuse facility located in Middlesex Twp., Butler County.  (PA Bulletin, page 2443)


Air Quality Permits - Comments

-- Transcontinental Gas Pipe Line Co., LLC - Salladasburg Compressor Station: DEP invites comments on the renewal of a Title V Air Quality Permit for the facility located in Mifflin Twp., Lycoming County. (PA Bulletin, page 2417)


Air Quality Permits - Issued

-- American Refining Group - Refinery, City of Bradford: DEP issued a GP-20 General Air Quality Permit for the installation of 2 natural gas-fired combined heat and power systems for the refinery located in the City of Bradford, McKean County.  (PA Bulletin, page 2444)

-- Eddystone Marine and Rail Terminal Company - Bulk Oil Storage: DEP issued a renewal of an Air Quality Permit for the facility located in Eddystone Boro, Delaware County.  (PA Bulletin, page 2445)

-- Monroe Energy LLC - Trainer Refinery: DEP issued a modification to an Air Quality Plan Approval to authorize the construction of 3 new cooling towers at the facility located in Trainer Boro, Delaware County. (PA Bulletin, page 2446)

-- Pennhills Resources LLC - 3.7 Mile Natural Gas Pipeline: DEP issued A Chapter 105 permit for a 4-inch natural gas pipeline running between Pennhills shale gas well pad Z in Jenks Twp., Forest County to Pin Oak pipeline in Highland Twp., Elk County. (PA Bulletin, page 2448)
