PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - May 23

The following notices were published in the May 23 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the May 23 PA Bulletin announcing the denial of the PA General Energy Co. LLC Chapter 105 permit for the 3.9 mile access road and staging area proposed in Loyalsock State Forest, Gamble and Cascade Townships, Lycoming County. (PA Bulletin, page 3086)  DEP also published notice denying the Chapter 102 Erosion and Sedimentation Permit for this same project. (PA Bulletin, page 3091)  Affected parties have 30 days from this notice to appeal the decision.  Read more here.

-- DEP published notice in the May 23 PA Bulletin announcing a June 25 hearing inviting comments on an Air Quality Plan Approval for the ETC Northeast Pipeline LLC Cryo II Project at the Revolution Cryogenic Natural Gas Processing Plant In Smith Twp., Washington County.  (PA Bulletin, page 3056)  (PA Bulletin, page 3094)   Read more here.

-- DEP published notice in the May 23 PA Bulletin inviting comments on a modified Air Quality Plan Approval for the Hamilton Liberty, LLC natural gas power plant located in Asylum Twp., Bradford County.  Comments due June 22-- 30 days from this notice. (PA Bulletin, page 3055)

-- The Susquehanna River Basin Commission published notice in the May 23 PA Bulletin the Executive Director gave his approval to or renewed 33 general water use permits in April for individual shale gas well drilling pads in Bradford, Cameron, Lycoming, Sullivan, Susquehanna, Tioga and Wyoming counties.  So far in 2026, SRBC issued 133 shale gas-related general permits.  Read more here.

Land Recycling/Brownfield Cleanups

-- Expand Operating LLC - Porter WYO Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in North Branch Twp., Wyoming County. (PA Bulletin, page 3079)

-- Expand Operating LLC - Scarlet Oak Wisler Shale Gas Well Pad:  DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in New Milford Twp., Susquehanna County.  (PA Bulletin, page 3079)

-- Sunoco Pipeline - Elverson Pipeline: DEP received a Final Report on remediation of soil and groundwater contaminated with ethylbenzene, total xylenes, naphthalene, isopropyl-benzene (cumene), 1,2,4-trimethylbenzene (1,2,4-TMB), and 1,3,5-trimethylbenzene (1,3,5-TMB) to meet Statewide Health and Site-Specific Standards at a site in West Nantmeal Twp., Chester County. -- Bellwether District - UDEX Release Area, Point Breeze South Yard: DEP approved a Risk Assessment on remediation of soil and groundwater contaminated with benzene and toluene to meet the Site-Specific Standards at a site located at 3144 West Passyunk Ave., Philadelphia. (PA Bulletin, page 3080)

So far in 2026, DEP received or acted on 85 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Waste Management Renewal Energy LLC - Landfill Gas Processing Plant for Fairless, GROWS, Tullytown Landfills: DEP invites comments on an Air Quality Plan Approval covering the plant located in Falls Twp., Bucks County. (PA Bulletin, page 3056)

Air Quality Permits - Issued

-- Expand Operating, LLC - Shale Gas Well Pad: DEP issued a renewal of a GP-5A General Air Quality Permit for the pad located in Windham Twp., Wycoming County. (PA Bulletin, page 3081)

-- Williams Field Services Company, LLC - Compressor Station: DEP issued a renewal of a GP-5 General Air Quality Permit for the facility located in Brooklyn Twp., Susquehanna County.  (PA Bulletin, page 3081)

-- Environmental Commodities Corp - 2 Borehole Coal Mine Flares: DEP issued a GP-21 General Air Quality Permit for two coal mine methane flares located in Aleppo Twp., Greene County.  (PA Bulletin, page 3082)

-- WB SE Chester LLC - Waga Energy Landfill Gas Plant: DEP issued an Air Quality Plan Approval for construction of a landfill gas processing plant at the Southeastern Chester County Refuse Authority landfill in London Grove Twp., Chester County. (PA Bulletin, page 3082)

-- Range Resources, LLC - Thermoelectric Generator: DEP approved a de minims increase in air pollution to allow for the installation of a generator that will operate on liquid nitrogen rather than natural gas at the facility located in Robinson Twp., Washington County.  (PA Bulletin, page 3083)

-- Expand Operating LLC - Jes Bra Shale Gas Well Pad: DEP revoked a GP-5A Air Quality General Permit because sources of air pollution met the criteria for a permit exemption under Exemption #38 at the facility located in Wilmot Twp., Bradford County. (PA Bulletin, page 3085)

NPDES Wastewater Permit - Comments

-- Texas Eastern Transmission LP - Entriken Compressor Station: DEP invites comments on the renewal of an NPDES Wastewater Treatment permit for a groundwater remediation system located in Todd Twp., Huntingdon County.  (PA Bulletin, page 3043)

Chapter 105 Encroachment Permits - Issued

-- Repsol Oil & Gas USA LLC - Shale Gas Well Pad: DEP issued a Chapter 105 permit for the cleanup of inadvertent returns and wetland impacts from horizontal pipeline drilling operations involving well pads in Troy, Columbia and Springfield Townships, Bradford County.  (PA Bulletin, page 3086)

-- CNX Midstream Operating Company LLC - Longwall Coal Mining Natural Gas Pipeline Damage Prevention Project: DEP issued a Chapter 105 permit for a project to prevent damage to 3 natural gas pipeline located in Morris Twp., Greene County. (PA Bulletin, page 3090)
