DEP Invites Comments On Section 401 Water Quality Certification For Restart Of Three Mile Island Nuclear Data Center Power Plant In Dauphin County

The Department of Environmental Protection published
notice in the May 9 PA Bulletin inviting comments on the Section 401 Water Quality Certification for the restart of the Constellation Energy Three Mile Island Nuclear Data Center Power Plant ["Crane Clean Energy Center"] in Londonderry Township, Dauphin County.

DEP proposes to certify that the restart of the facility, operation and maintenance at the facility does comply with the federal Clean Water Act.

Impacts to aquatic resources associated with resumed operation of the facility include water withdrawal from the Susquehanna River, consumptive use and the thermal impacts of the heated water discharges back to the Susquehanna River which has a designated use of Warm Water Fishes, Migratory Fishes. 

Water is proposed to be withdrawn at an amount up to 73.200 million gallons per day (MGD) (peak day) from the Susquehanna River, with a proposed consumptive use of up to 21.000 MGD. 

Impingement and entrainment effects on the migratory and resident fish as well as other aquatic species are anticipated to be minimized through the facilities continued operation and use of closed cycle cooling technologies. 

Discharge temperatures will be a maximum of 110°F. Additionally, operation, maintenance, repair and replacement of existing water obstructions and encroachments, such as existing bridges at the site, will continue to occur as necessary.

Constellation Energy must obtain these permits for the facility--

-- NPDES Wastewater Discharge Permit

-- Chapter 102 Erosion and Sedimentation Control Permit

-- Develop a Chapter 102  Erosion and Sedimentation Control Plan

-- Obtain Chapter 105 Water Obstruction & Encroachment Permits

-- Submit a Plan For Water Intake Impingement, Entraining Monitoring

-- Must Mitigate Consumptive Use of Water as required by the Susquehanna River Basin Commission

-- Conduct additional Water Quality Monitoring as required by DEP

A copy of the Water Quality Certification will be posted on the DEP Southcentral Regional Office "Craine Clean Energy Center' webpage or contact the DEP Southcentral Regional Office file room at 717-705-4732 to schedule a review of the file.

Public Comments

No hearing has been scheduled on the certification, but one may be requested.

DEP will accept comments on the certification one June 9-- 30 days after this notice.
