PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - April 11

The following notices were published in the
April 11 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the April 11 PA Bulletin announcing a May 12 hearing on the Individual NPDES Stormwater Permit for the 5.8 mile HCPP 30-Inch Natural Gas Pipeline serving the 4.5 GW Homer City A.I. -- DEP published notice in the April 11 PA Bulletin inviting comments on a Chapter 105 Encroachment Permit for a CNX Midstream Operating Company LLC project to prevent longwall coal mining damage to four natural gas gathering pipelines in Center Township, Greene County.  (PA Bulletin, page 2041Read more here.


-- DEP published notice in the April 11 PA Bulletin announcing it has issued an Air Quality Plan Approval to the Hamilton Patriot LLC natural gas power plant to increase the maximum power output of the facility located in Clinton Twp., Lycoming County. (PA Bulletin, page 2057)

-- EQT Corporation - Rough Hollow Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at a pad located in Washington Twp., Greene County.  (PA Bulletin, page 2054)

-- Coterra Energy Inc. - J. Palko Shale Gas Well Pad I: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at the pad located in Lathrop Twp., Susquehanna County.  (PA Bulletin, page 2055)

-- Expand Operating LLC - Porter WYO Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet Statewide Health Standards at the pad located in North Branch Twp., Wyoming County.   (PA Bulletin, page 2055)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 50 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Waste Permits - Issued

-- EQT CHAP, LLC - Herriott A Storage Tank Facility: DEP issued a WMGR123 Waste General Permit for a 1.6 million gallon aboveground storage tank for reusing oil and gas wastewater for fracking located in German Twp., Fayette County.   (PA Bulletin, page 2055)

-- Clearwater Technology, LLC - Oil & Gas Wastewater Processing Facility: DEP issued a Residual Waste Permit for the unidentified facility located in Jessup Twp., Susquehanna County.  (PA Bulletin, page 2056)

-- Peoples Natural Gas Co. LLC - Shoemaker Compressor Station: DEP invites comments on a renewal of a State Only Air Quality Permit for the facility located in Bethel Twp., Armstrong County. (PA Bulletin, page 2034)

-- Columbia Gas Transmission, LLC - Renovo Compressor Station: DEP issued a renewal of a Title V Air Quality Permit for the facility located in Chapman Twp., Clinton County. (PA Bulletin, page 2057)

-- UGI Auburn Gathering, LLC - Gathering Pipeline: DEP amended the State Only Air Quality Permit related to transfer of ownership for the facility located in Washington Twp., Wyoming County. (PA Bulletin, page 2058)

-- KC Midstream Solutions LLC - Natural Gas Gathering & Boost Facility: DEP renewed a State Only Air Quality Permit for the facility located in Wayne Twp., Erie County. (PA Bulletin, page 2058)

-- Range Resources- Appalachia, LLC -Thermoelectric Generator: DEP approved a de minimis emissions increase for the project located in Mount Pleasant Twp., Washington County. (PA Bulletin, page 2059)
