DEP Issues 2nd Air Quality General Permit For Diesel-Fired Nonroad Engines At Homer City A.I. Data Center Campus In Indiana County

The Department of Environmental Protection published notice in the April 18 PA Bulletin announcing it has issued a second GP-11 Air Quality General Permit to Kiewit Power Constructors to construct and operate diesel-fired nonroad engines at the Homer City A.I. Data Center Campus in Center Township, Indiana County. (

This permit is GP11-32-00461B. The first GP-11-- GP11-32-00461A-- was issued on January 3, 2026. (PA Bulletin, page 72)

Individuals have 30 days from this notice to appeal the action to the Environmental Hearing Board.

DEP’s Northwest Regional Office Air Quality Program was responsible for issuing the permit. Questions should be directed to David Balog, New Source Review Section Chief, at 814-332-6328.
