PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - April 18

The following notices were published in the April 18 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the April 18 PA Bulletin announcing it has issued a second GP-11 Air Quality General Permit to Kiewit Power Constructors to construct and operate diesel-fired nonroad engines at the Homer City A.I. Data Center Campus in Center Township, Indiana County. (PA Bulletin, page 2176)   This permit is GP11-32-00461B. The first GP-11-- GP11-32-00461A-- was issued on January 3, 2026. -- DEP published notice in the April 18 PA Bulletin inviting comments on a renewal of a Title V Air Quality Permit for the Calpine Bethlehem LLC - Bethlehem Natural Gas Power Plant located in the City of Bethlehem, Northampton County.  (PA Bulletin, page 2150)

-- DEP published notice in the April 18 PA Bulletin announcing the rescission of the Standards and Guidelines for Identifying, Tracking and Resolving Oil and Gas Violations technical guidance.  The guidance has been replaced with a Standard Operating Procedure with the same name and posted on DEP’s website.

-- DEP published notice in the March 28 PA Bulletin announcing the rescission of a technical guidance document Civil Penalty Assessments in the Oil and Gas Management Program. The guidance has been replaced with separate Civil Penalty Assessment Standard Operating Procedures for conventional oil and gas well owners and shale gas well owners that have now been posted on DEP’s website.

-- EQT Corporation - Sarah Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Union Twp., Washington County. (PA Bulletin, page 2174)

-- CNX Gas Company LLC - NV-48 Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Morris Twp., Greene County. (PA Bulletin, page 2174) 

-- EQT Corporation - JP Smith Shale Gas Well Pad: DEP approved Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in South Huntingdon Twp., Westmoreland County. (PA Bulletin, page 2175)

2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 53 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 

Waste Permits - Terminated

-- CNX Gas Company LLC - Bell Point Storage Tank Facility: DEP terminated the WMGR123 General Waste Permit because the facility was closed and released a $1,158,595 bond for the facility located in Bell Twp., Westmoreland County. (PA Bulletin, page 2175)

-- Tennessee Gas Pipeline Co., LLC - Ellisburg Booster Station: DEP invites comments on the renewal of an Air Quality Operating Permit for the compressor station located in Genesee Twp., Potter County.  (PA Bulletin, page 2150)

-- Peoples Natural Gas Co. LLC - Kinter Compressor Station: DEP invites comments on the renewal of a State Only Air Quality Permit for the facility located in Rayne Twp., Indiana County  (PA Bulletin, page 2150)

-- Range Resources Appalachia, LLC - Laurel Hill 17-22 Shale Gas Well Pad: DEP renewed a GP-5A General Air Quality Permit covering multiple sources of air pollution at the pad located in Jackson Twp., Lycoming County. (PA Bulletin, page 2176)

-- Range Resources Appalachia LLC - Foltz Lowrey Shale Gas Well Pad: DEP issued a GP-5A General Air Quality Permit covering multiple sources of air pollution at the pad located in Hopewell Twp., Washington County. (PA Bulletin, page 2176)

-- American Refining Group, Inc. - Bradford Refinery: DEP issued an Air Quality Plan Approval covering the installation of an emergency generator at the refinery in the City of Bradford, McKean County. (PA Bulletin, page 2176)

-- UGI Moraine East Gathering - Renick Compressor Station: DEP authorized operation of a temporary flare to control emissions during maintenance operation at the facility located in Clay Twp., Butler County. (PA Bulletin, page 2179)

-- Peoples Natural Gas - Replacing 2 Natural Gas Pipelines: DEP invites comments on an Individual Stormwater Permit covering replacement of 2,800 feet of  30-inch and a 12-inch natural gas pipeline impacting Patterson Creek  (High Quality) located in Sugarcreek Twp., Armstrong County.
