DEP Invites Comments On Title V Air Quality Permit Modifications For Armstrong Natural Gas Power Plant In Armstrong County To Feed A.I. Data Centers

The Department of Environmental Protection published notice in the April 4 PA Bulletin announcing it has received an application and is inviting initial comments on modifications to the Title V Air Quality permit for the Armstrong Power, LLC natural gas power plant in South Bend Township, Armstrong County.  (PA Bulletin, page 1870)

The 688 MW Armstrong plant was bought by NRG Energy in May 2025 with the announced intent of providing power to A.I. data centers. Read more here.

DEP’s notice said the modifications will change the three existing simple cycle turbines into three combined cycle gas turbines.

DEP will accept comments on the application until May 4-- 30 days from this notice.

No hearing has been scheduled, but one may be requested.
