PUC Publishes Proposed Rule Regulating Electric Distributed Energy, Aggregation Resources, Virtual Power Plant Participation In Wholesale Energy Markets

The
Public Utility Commission published notice in the April 11 PA Bulletin inviting comments on a proposed rule regulating electric distributed energy, aggregation resources and virtual Power plant participation in wholesale energy markets.

The PUC notice provides extensive background on how the rule was developed through an advanced notice of rulemaking published in November 2023 as well as a stakeholder process and outlines related Federal Energy Regulatory Commission actions impacting the rule.

The PUC will accept comments on the proposed rule for 60 days following this notice.  A 90 day period will follow for filing reply comments.
