DEP To Hold May 12 Hearing On Individual Stormwater Permit For The 5.8 Mile HCPP 30-Inch Natural Gas Pipeline Serving The 4.5 GW Homer City A.I. Data Center Power Plant In Indiana County

The Department of Environmental Protection published notice in the April 11 PA Bulletin announcing a May 12 hearing on the Individual NPDES Stormwater Permit for the 5.8 mile HCPP 30-Inch Natural Gas Pipeline serving the 4.5 GW Homer City A.I. Data Center Campus Power Plant in Burrell, Blacklick and Center Townships, Indiana County.  (

The project will impact Muddy Run, Blacklick Creek and various unnamed tributaries to these streams.

DEP held an initial public comment period on the application in February 2026.  Read more here.

The hearing will be held at the Indiana Theater, 637 Philadelphia Street in Indiana from 5:00 to 7:00 p.m.

Requests to testify at the hearing should be submitted in writing to Elspeth Koehle, Regional Environmental Justice Coordinator at: ekoehle@pa.gov

Representatives from DEP’s Northwest Regional Office Waterways & Wetlands Program and the Indiana County Conservation District will be in attendance.

The permit application is available for review at the Indiana County Conservation District Office, 435 Hamill Road in Indiana or the DEP Northwest Regional Office, 230 Chestnut Street in Meadville.
