PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - January 17

The following notices were published in the
January 17 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the January 17 PA Bulletin announcing it has approved an Air Quality Plan Approval covering the installation of 176 - 3.25 MW backup diesel generators to serve the Greenfield Road Owner, LLC A.I. data center project in the former LSC Communication East facility in the City of Lancaster. -- Coterra Energy, Inc.-P.Guiton Shale Gas Well Pad I: DEP received a Notice Of Intent to remediate soil contaminated by production wastewater at the pad located in Middletown Twp., Susquehanna County. (PA Bulletin, page 391)

-- Energy Transfer - Pittsburgh Terminal, Allegheny Cold Storage: DEP received a Notice of Intent to remediate a petroleum sheen in the Allegheny River at a site located in the City of Pittsburgh, Allegheny County. (PA Bulletin, page 391)

-- Expand Operating, LLC - Boy Scouts Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Elkland Twp., Sullivan County.   (PA Bulletin, page 416)

-- Range Resources Appalachia, LLC - Laurel Hill E Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standard at the pad located in Jackson Twp., Lycoming College. (PA Bulletin, page 418)

-- Expand Operating, LLC - Kerrick Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater to meet the Statewide Health Standards at the pad located in Asylum Twp., Bradford County. (PA Bulletin, page 418)

-- Monroe Energy - Trainer Refinery Quill Release: DEP approved a Final Report on remediation of soil contaminated with inorganics and other organics to meet the Statewide Health Standards at the facility located in Marcus Hook Borough, Delaware County.  (PA Bulletin, page 419)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 7 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Columbia Gas Transmission, LLC - IPI Operation: DEP extended an Air Quality Plan Approval for a facility located in Donegal Twp., Washington County. (PA Bulletin, page 422)

-- Energy Center Harrisburg LLC - Natural Gas Power Plant: DEP issued a renewal of a Title V Air Quality Permit for the facility located in the City of Harrisburg, Dauphin County. (PA Bulletin, page 422)

-- Energy Transfer Marketing & Terminals, LP - Fort Mifflin Marine Terminal & Hof Island Wharf: DEP revoked Title V Air Quality Permit for these facilities because they have been closed for more than 2 years in Tinicum Twp., Delaware County. (PA Bulletin, page 425)
