DEP: Routine Inspection Finds Overflowing Contaminated Water Tank At Penn View Exploration Conventional Oil & Gas Well In Clearfield County

On October 7, 2026, the Department of Environmental Protection did a routine inspection of the Penn View Exploration Inc. Neff 4 conventional oil and gas well in Burnside Township, Clearfield County and found a contaminated water tank had overflowed.

DEP found contaminated water had overtopped the tank and ran down the side of the tank and created a channel of erosion and oil-covered vegetation leading approximately 65 feet downhill.

The dump line from the storage tank was also leaking.

Field measures confirmed the soil was contaminated.

The well owner said the well was shut in and cleanup of the spill will be started the following week.

Multiple violations were issued and a response was requested by October 29.
