DEP - Day 545: Oil & Gas MGMT Inc Failed To Finish Cleanup Of Conventional Oil Well Spills Or Respond To DEP Violations In Westmoreland County

August 26, 2026, the Department of Environmental Protection did a follow-up inspection of the Oil & Gas MGMT Inc. Mary Kunkle 5 conventional well in Mount Pleasant Township, Westmoreland County and found no action had been taken to finish the cleanup of spills at the site or respond to violations issued since the original violations on Feb. 27, 2025-- 545 days.

The only action taken by the owner, according to DEP inspection photos, was to move the storage tank for contaminated water from the well a few feet from where it was leaking.

DEP said-- “At the time of the inspection, the well site appears unchanged from the Department’s previous inspections on Nov. 21, 2025, Jan. 13, 2026, Feb. 24, 2026, June 26, 2026 and July 29, 2026.”

Field measures again confirmed several areas of contamination on the site.

“The Department has not yet received an NOV response, or the information requested in” previous inspections.

DEP requested a response to the violations by September 11.

Previous Inspections

The original Feb. 27, 2025 inspection report asked for a response by March 14, 2025.

The March 24, 2026 inspection report said there was no progress on remediation of the spills and the owner did not respond to the violations. They were continued with the March 24, 2025 date. The owner was asked again to respond to the violations by April 9, 2025.

The May 13, 2025 inspection report said there was no progress on remediation of the spills and the owner did not respond to the violations and they were continued. No response requested.

The July 24, 2025 inspection report said there was no progress on remediation of the spills and the owner did not respond to the violations and they were continued. No response requested.

The Nov. 21, 2025 inspection report said the same thing and the violations were continued with the July 24, 2025 date. No response requested.

The Jan. 13, 2026 inspection report said the same thing and the violations were continued with the Nov. 21, 2025 date.  A response requested by Jan. 21, 2026.

The Feb. 24, 2026 inspection report said the same thing and the violations were continued with the Feb. 24, 2026 date. No response requested.

The May 11, 2026 inspection report said the same thing and fresh violations were issued dated May 11, 2026 and a response was requested by June 5, 2026.
