Celebrating 30 Years Of Excellence As The Pennsylvania Department of Conservation and Natural Resources

As the Pennsylvania Department of Conservation and Natural Resources (DCNR) marks its 30th anniversary, we are reflecting on three decades of commitment to protecting the natural resources that make the Commonwealth a vibrant and beautiful place to live, work, and visit. 

Grounded in more than a century of tradition, during the past 30 years DCNR has played a critical role in safeguarding Pennsylvania’s parks, forests, and waterways, while providing access to outdoor recreation for millions of residents and visitors.

This milestone is not just a celebration of past achievements, but a look ahead at the many initiatives still underway to ensure Pennsylvania’s natural environment remains a resource for generations to come.

A Legacy of Growth: Expanding the State Park System

One of DCNR's most significant accomplishments is the expansion of the state park system. 

In 1995, there were 114 state parks in Pennsylvania. Today, there are 124 state parks, with every resident living within 25 miles of a state park. 

This expansion has not only provided more opportunities for outdoor recreation, but it has also led to national recognition, as Pennsylvania's state park system was named the best in the country in 2009. 

This growth is a testament to DCNR’s unwavering commitment to providing accessible outdoor spaces for all Pennsylvanians.

Innovative Programs: The Pennsylvania Outdoor Corps

In 2016, DCNR introduced the Pennsylvania Outdoor Corps, a program designed to engage young people in outdoor conservation work while providing job training and educational opportunities. 

Over the years, thousands of young people have participated, building leadership skills, environmental awareness, and a sense of responsibility for stewarding Pennsylvania’s natural resources.

Forest Management Leadership: Certified and Respected

Pennsylvania's forests have long been recognized as a crucial natural resource, and DCNR has been a pioneer in sustainable forest management. 

In a landmark achievement, Pennsylvania became home to the first independently certified public forest in the nation. 

Today, the state's forests continue to be the longest continuously certified and well-managed public forests in the U.S., earning leadership awards and serving as a model for forest management across the country. 

The department will continue to prioritize progressive forest management practices, ensuring that Pennsylvania's forests remain resilient in the face of climate change while supporting the forest products industry.

Modernizing Visitor Experiences

DCNR's ability to adapt to the evolving needs of visitors has been another hallmark of its success. 

Over the years, the department has introduced innovative features including open swim areas, pet-friendly camping, guided recreation programs, and loaner gear for outdoor activities. 

These modern amenities ensure that the parks meet the diverse needs of visitors, whether they are seasoned outdoor enthusiasts or first-time park-goers.

The department also has embraced green building practices and renewable energy sources to make its facilities more sustainable. 

From eco-friendly buildings to energy-efficient infrastructure, DCNR continues to set a high standard for environmental responsibility.

Fostering Community Conservation

DCNR also has been a leader in fostering collaboration with local communities. 

Through the Community Conservation Partnership Program, the department has awarded grants to organizations across all 67 counties in Pennsylvania, helping fund projects that promote conservation, outdoor recreation, and community revitalization. 

These grants have supported everything from park development to trail improvements, making it possible for communities to invest in their local natural resources.

The Conservation Landscape Program, another DCNR initiative, has become a national model for place-based, regional landscape conservation. 

By working with local stakeholders in eight regions, DCNR has helped preserve and protect Pennsylvania's diverse ecosystems while enhancing the quality of life for residents.

Responding to Climate Change

In recent years, DCNR has placed a strong emphasis on addressing the challenges posed by climate change. 

Through its Climate Change Adaptation and Mitigation Plan, the department has developed strategies to help the state's natural resources be resilient in a changing climate. 

This includes efforts to preserve habitats, enhance forest management practices, and protect water quality.

Navigating the Pandemic

The COVID-19 pandemic presented a unique challenge for DCNR, but the department responded with resilience and adaptability. 

During the pandemic, state parks and natural areas became vital spaces for outdoor recreation and mental health. 

DCNR worked tirelessly to ensure that parks remained open and accessible, while also implementing health and safety protocols to protect visitors and staff.

A New Era in Outdoor Recreation

In 2023, DCNR took a bold step forward in recognizing the importance of the economic and many other benefits of outdoor recreation across the state with the official launch of the Pennsylvania Office of Outdoor Recreation. 

The mission of the office is to unite, grow, and strengthen Pennsylvania's outdoor economy. 

In 2024, the office began an effort to help outdoor recreation-related businesses collaborate, grow, and compete nationally through an outdoor business alliance.

Restoring Waterways Through Streamside Buffers

In recent years DCNR has established itself as the leader in planting trees along streams and in communities. 

Through collaborative efforts and grants DCNR has contributed to the planting of about a quarter of a million trees and shrubs along Pennsylvania's waterways, and in towns and cities. 

Trees play a critical role in storing carbon, providing cooling shade, improving water quality, and providing wildlife habitat and have contributed to Pennsylvania’s commitment to improve the Chesapeake Bay watershed.

Mapping the Landscape: Advancing Geologic Knowledge

DCNR's commitment to conserving the Commonwealth’s natural resources extends beyond forests and waterways to include the geological foundation of Pennsylvania. 

Over the past 30 years, the Department has led efforts to expand and update the state's geologic mapping. 

By using modern techniques, DCNR's Bureau of Geologic Survey has created detailed maps that improve our understanding of Pennsylvania's diverse geological features for a wide range of applications—from land use planning to resource management and disaster preparedness.

Environmental Education and Outreach

Another notable achievement is the establishment of environmental education staff and programs, which have been instrumental in fostering a sense of environmental stewardship among Pennsylvanians. 

Through these programs, DCNR provides resources and educational experiences that teach the importance of conservation and the role individuals can play in protecting the environment. 

The department's commitment to outreach, including through its close to 1 million social media followers, has helped build a more environmentally conscious and engaged public, which is critical to the future of the state’s natural resources.

Preserving Pennsylvania's Heritage

Throughout its 30-year history, DCNR has remained dedicated to protecting Pennsylvania's rich cultural and historical heritage. 

The department continues to support the Heritage Area Program, which includes 12 state Heritage Areas, six of which also are nationally recognized. 

These areas play a vital role in connecting people with the state's history and ensuring that cultural landmarks are protected for future generations. 

In recent years DCNR has added cultural resource specialists to its staff. 

Looking Ahead

As we look back on three decades of conservation, recreation, and environmental stewardship, it's clear that DCNR has made an indelible mark on Pennsylvania's landscape. 

Yet, the challenges of protecting our natural resources continue, and the work is far from over. 

From ensuring equitable access to outdoor spaces for all Pennsylvanians to safeguarding our state's water, forests, and geological wonders, the department’s mission is ever evolving.

Looking to the future, DCNR will continue to innovate and collaborate with partners to tackle emerging issues such as climate change, invasive species, and habitat fragmentation. 

With the ongoing support of the public and partners in conservation, we can ensure that Pennsylvania's natural heritage remains a source of pride and enjoyment for generations to come.
