PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - September 13

The following notices were published in the September 13 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

EQB Adjourns Without Acting On 3 Oil & Gas Rulemaking Petitions

On September 9, the Environmental Quality Board adjourned its meeting without discussing or taking any action on any of the three oil and gas industry-related rulemaking petitions pending before the Board, including a petition to increase setbacks from shale gas wells.  Read more here.

The three petitions included--

-- Conventional Oil & Gas Industry Rulemaking Petition On Setting Attainable Bottom Well Depth During Well Plugging. DEP determined the petition met criteria to be considered for study.

-- Shale Gas Industry Rulemaking Petition On Onsite Processing Of Production Wastewater.  DEP determined the petition met criteria to be considered for study.  Read more here.

-- Citizen Petition Increasing Setbacks From Shale Gas Wells: The 358-page rulemaking petition asked to increase setback distances from shale gas wells from a minimum now of 500 feet to at least 3,281 feet.  Read more here.

Columbia Gas Transmission, LLC - Tunnel Ridge Longwall Mining Gas Pipeline Daylighting Project

DEP invites comments on Chapter 105 & 102 permits for daylighting a 36-inch and a 26-inch natural gas pipeline prior undermining by the Tunnel Ridge Coal Mine in West Finley Twp., Washington County.  (PA Bulletin, page 6634)

-- Sunoco Midstream, LLC - Dupont Terminal: DEP received a Notice of Intent to remediate soil and groundwater contaminated by gasoline to meet Statewide Health Standards at the facility located in Pittston Twp., Luzerne County. (PA Bulletin, page 6587)

-- Diversified Gas & Oil Corp - Bracken 446 Conventional Well: DEP approved a Final Report  on remediation of soil contaminated with production wastewater to meet Statewide Health Standards at the facility located in Bell Twp., Clearfield County.  (PA Bulletin, page 6621)

-- Repsol Oil & Gas USA, LLC - Morgan K Shale Gas Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the facility located in Armenia Twp., Bradford County.  (PA Bulletin, page 6621)

-- PPG Operations, LLC - Whitetail Conventional Well: DEP approved a Final Report on remediation of soil and groundwater contaminated with production wastewater to meet the Statewide Health Standards at the facility located in Armenia Twp., Bradford County.  (PA Bulletin, page 6621)

-- MarkWest Liberty Midstream & Resources, LLC - Imperial Compressor Station: DEP issued a technical deficiency letter on a Final Report on remediation of soil and groundwater contaminated with benzene, toluene, ethylbenzene, zylenes, cyclohexane and naphthalene showing the site did not meet the Statewide Health Standards located in Robinson Twp., Washington County.  (PA Bulletin, page 6622)

-- EQT Corporation  - Cigar Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, and chloride to meet Statewide Health Standards at the facility located in Amwell Twp., Washington County.  (PA Bulletin, page 6622)
