PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 22

The following notices were published in the
August 22 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the August 22 PA Bulletin inviting comments on an Air Quality Plan Approval application to add two 655 MW turbine generation units to the Talen Energy Montour Natural Gas Power Plant in Derry Township, Montour County to feed A.I. data centers.  (PA Bulletin, page 5593Read more here.


-- DEP published notice in the August 22 PA Bulletin inviting comments on a Chapter 105 permit for an Expand Operating LLC double, 16-inch shale gas aboveground water pipelines in Fox Township, Sullivan County(PA Bulletin, page 5602Read more here.


-- DEP published notice in the August 22 PA Bulletin announcing the availability of final Guidance on Notification Requirements for Unauthorized Discharges to Waters of the Commonwealth Under Pennsylvania's Clean Streams Law. [DEP ID: 383-4200-003]  The purpose of the document is to provide guidance on the immediate notification requirements for unauthorized discharges of a substance that would cause or threaten pollution to waters of this Commonwealth, endanger downstream users or damage property.  Read more here.


-- The Susquehanna River Basin Commission published notice in the August 22 PA Bulletin the Executive Director gave his approval to or renewed 35 general water use permits in June for individual shale gas well drilling pads in Bradford, Centre, Clearfield, Clinton, Lycoming, Susquehanna, Tioga and Wyoming counties.  Read more here.

-- Infinity Natural Resources - Jost Van Dyke Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with chlorides to meet the Statewide Health and Background Standards at the pad located in Young Twp., Indiana County. (PA Bulletin, page 5613)

-- EQT Corporation - Barley Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Jackson Twp., Greene County. (PA Bulletin, page 5614)

-- Coterra Energy, Inc. - C. Frystack Shale Gas Well Pad 2: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Bridgewater Twp., Susquehanna County. (PA Bulletin, page 5614)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 131 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Air Quality Permits - Comments

-- Lackawanna Energy Center LLC - Natural Gas Power Plant: DEP invites comments on an Title V Air Quality Permit changing the name of the responsible official for the plant in Jessup Borough, Lackawanna County. (PA Bulletin, page 5594)

-- Calumet Karns City Refining, LLC - Refinery: DEP invites comments on an Air Quality Permit covering multiple sources of air pollution at the facility located in Karns City Borough, Butler County. (PA Bulletin, page 5595)

-- REV LNG SSL BC, LLC - LNG Processing Facility: DEP invites comments on a State Only Air Quality Permit for the regional LNG facility located in Herrick Twp., Bradford County. (PA Bulletin, page 5596)

-- Expand Operating LLC - NR-05 Bac Realty Shale Gas Well Pad: DEP issued a GP-5A General Air Quality Permit for multiple sources of air pollution at the facility located in New Milford Twp., Susquehanna County. (PA Bulletin, page 5617)

-- INR Midstream LLC - South Bend Compressor Station: DEP issued a GP-5 Air Quality General Permit covering multiple sources of air pollution at the facility located in South Bend Twp., Armstrong County. (PA Bulletin, page 5617)

-- Environmental Commodities Corp - Coal Mine Methane Enclosed Flares: DEP issued a GP-21 General Air Quality Permit for the operation of enclosed mine methane flares and a diesel generator at the 2N-1 site at the Harvey Mine in Center Twp., Greene County. (PA Bulletin, page 5618)

-- Eastern Gas Transmission & Storage, Inc. - Leidy Compressor Station: DEP extended an Air Quality Plan Approval to allow for source changes authorized by the Plan Approval at the facility located in Leidy Twp., Clinton County.  (PA Bulletin, page 5618)

-- KC Midstream Solutions, LLC - Swamp Angel Compressor Station: DEP renewed a State Only Air Quality Permit covering multiple sources of air pollution at the facility located in Lafayette Twp., McKean County. (PA Bulletin, page 5620)

-- Range Resources-Appalachia LLC - Orenchuk Russel Unit 11890: DEP issued a de minimis increase in air emissions under a GP-5A General Air Quality Permit for a 330 gallon methanol tote at the facility located in Jefferson Twp., Washington County. (PA Bulletin, page 5620)
