PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 8

The following notices were published in the
August 8 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the August 8 PA Bulletin inviting comments on a federal Coastal Zone Management Act Consistency Determine for the Monroe Energy Trainer Refinery Ship and Barge Dock Maintenance Dredging in Delaware County. Comments due August 23.


-- DEP published notice in the August 8 PA Bulletin inviting comments on the renewal of the New Castle Power, LLC Natural Gas Power Plant Air Quality Permit for the facility located in Taylor Twp., Lawrence County. (PA Bulletin, page 5293)


-- DEP published notice in the August 8 PA Bulletin inviting comments on the renewal of the Energy Transfer Marketing & Terminals LP bulk gasoline terminal and pipeline breakout station with 16 aboveground storage tanks and other air pollution sources at the facility located in Upper Chichester Twp., Delaware County. -- DEP published notice in the August 8 PA Bulletin inviting comments on the renewal of the  Eastern Gas Transmission & Storage, Inc. State Only Air Quality permit for the Lincoln Heights Compressor Station in Hempfield Twp., Westmoreland County. (PA Bulletin, page 5295)


-- DEP published notice in the August 8 PA Bulletin announcing it has issued a Chapter 105 Encroachment Permit to Expand Operating LLC for a third 16-inch shale gas water pipeline to support shale gas well development in Wysox Township, Bradford County.  (PA Bulletin, page 5317)   Read more here.

Land Recycling/Brownfield Cleanups

-- Expand Operating LLC - Brant West Shale Gas Well Pad: DEP received a Notice of Intent to remediate soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Great Bend Twp., Susquehanna County.  (PA Bulletin, page 5291)

-- Diversified Prod LLC - Spesak F41 Conventional Oil & Gas Well: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standard af the facility located in Fallowfield Twp., Washington County. (PA Bulletin, page 5311)

-- EQT Corporation - Polecat Hollow Road Drilling Mud Spill Site: DEP approved a Final Report on remediation of soil contaminated with aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, and chloride and Background Standard for arsenic in soil at a site located in Whiteley Twp., Greene County. -- EQT Corporation - Sarah Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at a pad located in Union Twp., Washington County. (PA Bulletin, page 5312)


2026 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2026, DEP received or acted on 125 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Waste Permits - Issued

-- NextEra Renewable Fuels - Blue Ridge Landfill Gas Facility: DEP renewed a WMGM-55 General Waste Permit for the facility located in Greene Twp., Franklin County. (PA Bulletin, page 5312)

-- NextEra Renewable Fuels - Cumberland Landfill Gas Facility: DEP renewed a WMGM-55 General Waste Permit for the facility located in Hopewell Twp., Cumberland County. (PA Bulletin, page 5312)

-- NextEra Renewable Fuels - Frey Farm Landfill Gas Facility: DEP renewed a WMGM-55 General Waste Permit for the facility located in Manor Twp., Lancaster County. (PA Bulletin, page 5312)

-- NextEra Renewable Fuels - Greater Lebanon Landfill Gas Facility: DEP renewed a WMGM-55 General Waste Permit for the facility located in North Annville Twp., Lebanon County. (PA Bulletin, page 5312)

-- NextEra Renewable Fuels - Western Berks Landfill Gas Facility: DEP renewed a WMGM-55 General Waste Permit for the facility located in Cumru Twp., Berks County. (PA Bulletin, page 5313)

-- Diversified Production LLC - Compressor Station: DEP renewed a GP-5 General Air Quality Permit for multiple sources of air pollution at the facility located in Jordan Twp., Clearfield County.  (PA Bulletin, page 5313)

         July 13, 2026 inspection of the Irish Pug shale gas well site in Wayne Township in response to a July 10  “emergency notification” by the Fish & Boat Commission found evidence of accelerated erosion and heavy sediment deposits down hillside from road going to well pad. Multiple violations issued.  Response requested by Aug. 14.  DEP inspection report.

     -- McKean County - Howard Drilling Inc. - Conventional Fracking Fluid Release

         July 16, 2026 routine inspection of the Lot 221 52 conventional well in Wetmore Township found a release of contaminated water pooled in a roadside ditch and stressed trees dropping their leaves near a reclaimed contaminated water pit. Multiple violations issued, but not failure to notify DEP of a release. Owner responded saying the release of an unknown amount of contaminated water and fracking fluid occurred and initial cleanup completed under DEP supervision on July 27 (although no inspection report filed). Response requested by Aug. 11  DEP inspection report.

     -- Westmoreland County - Oil & Gas MGMT Inc. - Fail To Cleanup Spill 517 Days

         July 29, 2026 follow-up inspection of Mary Kunkle 5 conventional oil well in Mount Pleasant Township found owner failed to remediate spill, other violations first discovered Feb. 27, 2025. No response from well owner. Violations continued. Response requested by Aug. 14. DEP inspection report.

     -- Federally-Funded Conventional Well Plugging Program: 81 inspections of projects underway, wells to include in program. No violations issued for abandoned wells.
