DEP Invites Comments On Stormwater Permit For New US Steel Hot Strip Mill With Special Conditions In Braddock Boro, Allegheny County

The Department of Environmental Protection published notice in the August 8 PA Bulletin inviting comments on an Individual Stormwater permit for the 71.5 acre US Steel Mon Valley Works Edgar Thomson Plant - New Hot Strip Steel Mill impacting the Monongahela River located in Braddock Boro, Allegheny County. U.S. Steel plans to construct a new hot strip mill (HSM) at its Edgar Thomson Works facility that will include two reheat furnaces, wastewater treatment, infrastructure, associated auxiliary equipment and facilities, and modifications to existing stormwater conveyance facilities, according to DEP’s notice.

DEP's permit notice outlines four conditions to the permit--

1. All Approvals First: Earth disturbance may not commence until all authorizations necessary to complete construction have been obtained including, but not limited to Act 537 Sanitary Planning, PA Historic & Museum Commission, Municipal etc. approval. 

2. No Deviation From Approved Remediation Plans: All limitations, conditions, procedures, testing, and monitoring which is in the Soil Management Plan (SMP) and/or any Act 2 Land Recycling Program approved remediation plan or site characterization provided with this application dated “X” are to be followed. No deviation from the SMP is permitted without written authorization from the Department (DEP). 

3. Immediate Notification Of Discovered Contamination: If contaminants or conditions with the potential to cause pollution are found during construction which are beyond the scope of the SMP or Act 2 Land Recycling Program considerations, DEP and the County Conservation District shall be notified and measures implemented to contain potential pollution sources immediately upon discovery. 

4. Disposal Approvals Should Be Secured Prior To Project Start: Any contaminated material to be transported and disposed of off-site including but not limited to pumped groundwater may require permitting with DEP’s Waste Management or Clean Water programs. These permits should be anticipated and shall be secured prior to earth disturbance.

No hearing has been scheduled on this application, but one may be requested.

Comments on the application are due by September 7-- 30 days from this notice.
