PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - May 3

The following notices were published in the
May 3 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notice in the May 3 PA Bulletin it received an Air Quality Plan Approval application on April 4 for a 4.6 gigawatt natural gas-fired power plant from Homer City Generation, LLC to be located in Center Township, Indiana County.  (PA Bulletin, page 3148)

This 3,200 acre site will host Pennsylvania’s largest natural gas power plant and data center campus, according to DEP.   The application includes seven (7) 633 MWe combined cycle combustion and ten (10)  25 MWe simple cycle aeroderivative natural gas turbines, three (3) 67 MMBtu/hr auxiliary boilers, emergency generators, emergency fire water pump engines, cooling towers and fuel gas heaters.

Land Recycling/Brownfield Cleanups

-- Sunoco Inc. - Philadelphia Refinery Sitewide/Belmont Terminal: DEP received a Risk Assessment on the remediation of soil and groundwater contaminated with inorganics, lead, No. 2 fuel oil, No. 4 fuel oil and unleaded gasoline for the site located a 3144 and 2700 Passyunk Ave. in Philadelphia. 2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 59 Act 2 Land Recycling notices related to oil and gas facility site cleanups.


Individual NPDES Stormwater Permits - Comments

-- National Fuel Gas Distribution Corp. - Natural Gas Pipeline Replacement: DEP invites comments on an Individual NPDES Stormwater Permit to replace 2,700 feet of pipeline impacting Snyders Run and Exceptional Value wetlands located in Sugarcreek Twp., Armstrong County.  (PA Bulletin, page 3142)

-- MarkWest Liberty bluestone, LLC - Bluestone Gas Processing Plant: DEP approved a de minimis increase in air pollution emissions for a temporary flare during the facility’s 10-day outage for maintenance at the facility located in Jackson Twp., Butler County.  (PA Bulletin, page 3181)
