DEP Invites Comments On Proposed Alterra Energy LLC Thermochemical Plastics Recycling Plant Air Quality Permit Application For A Location In Luzerne County

The Department of Environmental Protection published notice in the May 17 PA Bulletin it has received an Air Quality Plan Approval permit application from
Alterra Energy LLC for the construction of a plastics recycling facility in Sugarloaf Township, Luzerne County.  (PA Bulletin, page 3470)

Alterra Energy utilizes proprietary thermochemical liquefaction process, which converts hard-to-recycle plastics into a liquid hydrocarbon product. This liquid intermediate product can then be further refined into high-quality raw materials for new plastics and chemicals.

No details on the proposed facility were included in the short PA Bulletin notice.

Copies of the application, DEP’s analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the DEP Northeast Regional Office in Wilkes-Barre.

A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information.

Any individual wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if DEP, in its discretion, decides that a hearing is warranted based on the information received.
