PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - April 26

The following notices were published in the
April 26 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- MarkWest Liberty Midstream & Resources, LLC - 2.2 Miles Of 20-Inch Natural Gas Pipeline: DEP invites comments on a Chapter 105 permit for a pipeline project impacting Robinson Run and wetlands at several locations.  Project also proposes to use 2 GP-5 General Permits and 3 GP-8 General Permits for specific elements on the project. The project is located in Robinson and Mount Pleasant Townships, Washington County. (PA Bulletin, page 3042)


-- Eastern Gas Transmission & Storage, Inc. - 3 Compressor Stations - Finefrock, Centre and Chambersburg Stations: DEP invites comments on a Section 401 Water Quality Certification for compressor stations located in Leidy Twp., Clinton County; Spring Twp. Centre County and Hamilton Twp., Franklin County (respectively). (PA Bulletin, page 3070)


Land Recycling/Brownfield Cleanups

-- Chesapeake Appalachia LLC - Bahl Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Forks Twp., Sullivan County. (PA Bulletin, page 3057)

-- Seneca Resources Company, LLC - Wastewater Pipeline Release: DEP received a Final Report on the remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at a site located in Shippen Twp., Cameron County.  (PA Bulletin, page 3058)   Read more here about this major spill.

-- Coterra Energy, Inc. - K.Millard Shale Gas Well Pad 1: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standards at the pad located in Jessup Twp., Susquehanna County. (PA Bulletin, page 3058

-- SWN Production Company, LLC - NR-Brant West Shale Gas Well Pad: DEP received a Final Report on remediation soil contaminated by a release of oil-based drilling mud to meet the Statewide Health and Background Standards at a pad located in Great Bend Twp., Susquehanna County. (PA Bulletin, page 3058)

-- Diversified Production Co. - C&K Coal Well 4910: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet Statewide Health Standards at a well located in Snow Shoe Twp., Centre County. (PA Bulletin, page 3059)

-- Chesapeake Appalachia, LLC - Crain BRA Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater to meet Statewide Health Standards at a pad located in Rome Twp., Bradford County. (PA Bulletin, page 3059)

-- EQT Corporation - Hambleton A Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with production wastewater (aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium, zinc, and chlorides) to meet Statewide Health Standards at a pad located in West Bethlehem Twp., Washington County. So far in 2025, DEP received or acted on 58 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Sunoco Pipeline LP - Petroleum Pumping/Storage Facility: DEP issued a Title V Air Quality Permit for the facility located in Spring Twp., Berks County.  Received Dec. 16, 2024, Issued April 1, 2025. (PA Bulletin, page 3061)

-- Hilcorp Energy Company - Jefferson McCullough Shale Gas Well Pad: DEP approved a de minimis air emissions increase for the facility located in Jefferson Twp., Mercer County. (PA Bulletin, page 3062)

-- Hilcorp Energy Company - Jefferson Compressor Station: DEP approved a de minimis air emissions increase for the facility located in Jefferson Twp., Mercer County. (PA Bulletin, page 3062)
