Sen. Yaw Introduces ‘Skill’ Gambling Games Regulation Bill Directing Some Revenue To Clean Streams Fund

On April 14, Sen. Gene Yaw (R-Lycoming) introduced
Senate Bill 626 regulating ‘skill’ gambling games that directs some of the revenue to the state Clean Streams Fund to support the Agriculture Conservation Assistance Program.

The legislation directs 50% of the expected $300 million annual revenue generated by regulating ‘skill’ games to the Clean Streams Fund.

Individual counties will receive 22% of the revenue; municipalities 22% and the Bureau of Liquor Control Enforcement six percent.

When he announced the legislation, Sen. Yaw said-- “The legislation will direct these funds to be deposited into the Clean Streams Fund to become a funding source for the Agriculture Conservation Assistance Program (ACAP), which has become one of the most successful programs in reducing pollution from agriculture operations.”

The bill was referred to the Senate Community, Economic and Recreational Development Committee which handles gambling issues.

The Agriculture Conservation Assistance Program is administered by the State Conservation Commission which provides funding to county conservation districts to support on-farm conservation projects.

The program is targeted to the Pennsylvania counties in the Chesapeake Bay Watershed.

Last year, the state budget included $50 million in what was intended to be recurring funding for the Clean Streams Fund.  Read more here.
