Susquehanna River Basin Commission Approved 76 Shale Gas Well Pad Water Use General Permits In September & October; 398 In 2025

The Susquehanna River Basin Commission published notice in the December 6 PA Bulletin the Executive Director gave his approval to or renewed 76 general water use permits in August for individual shale gas well drilling pads in Blair, Bradford, Cameron, Centre, Clearfield, Clinton, Elk, Huntingdon, Lycoming, McKean, Sullivan, Susquehanna and Tioga counties in Pennsylvania and one permit in Steuben County, New York.

So far in 2025, SRBC issued or renewed 398 general water use permits for shale gas development.  Read more here.

The approvals were granted under SRBC regulation 18 CFR 806.22(e) and (f) that creates a general permit-type process to grant approval for water use by individual shale gas drilling pads.

Individual uses of this general permit are not subject to public review.

A separate water withdrawal approval is required by SRBC for actually withdrawing water from a specific water source for use by shale gas drilling operations.  Read more here.

* The Repsol Oil & Gas USA, LLC  DRUMM G2 shale gas well pad in Bradford Town, Steuben County, NY is inactive due to the New York state ban on unconventional shale well fracking.  The Susquehanna River Basin Commission first issued a general water withdrawal permit on May 22, 2015 for the pad and renewals on May 27, 2020 and again on September 10, 2025 in coordination with the New York Department of Environmental Conservation.
