PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - December 27

The following notices were published in the December 27 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notices in the December 27 PA Bulletin inviting comments on water quality permits for the Eastern Gas Transmission and Storage, Inc. 13.1 mile LN-10 Project to replace 20-inch natural gas pipeline in Armstrong and Westmoreland counties.  (PA Bulletin, page 8814-8815)   The permits include Chapter 105 (Encroachment) and Chapter 102 (Erosion and Sedimentation) applications for the project route in Burrell and Kiskiminetas Townships, Armstrong County and Bell and Washington Townships, Westmoreland County.  Read more here.


-- DEP published notice in the December 27 PA Bulletin inviting comments on the renewal of the Title V Air Quality Permit for the 750 MW natural gas-fired Marcus Hook Energy power plant in Marcus Hook Borough, Delaware County(PA Bulletin, page 8784)  No public hearing has been scheduled, but one may be requested. Comments are due January 26 -- 30 days from notice.  Read more here.

Land Recycling/Brownfield Cleanups

-- Sunoco Inc. - Philadelphia Refinery Site: DEP received a Risk Assessment, Cleanup Plan for remediation of soil and groundwater contaminated with fuel oil, inorganics and lead to meet the Site-Specific Standards at the facility located at 3144 West Passyunk Ave., Philadelphia.  (PA Bulletin, page 8804

-- Eastern Gas Transmission & Storage - UP-24 Pipeline At Station 125+05: DEP received a Final Report on remediation of soil contaminated with aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium and zinc to meet the Statewide Health Standards at the facility located in Wharton Twp., Fayette County.  (PA Bulletin, page 8805

-- EQT Corporation - Secretariat Shale Gas Well Pad:  DEP received a Final Report on remediation of soil contaminated with wastewater (aluminum, barium, boron, chloride, iron, lithium, manganese, selenium, strontium, vanadium, zinc) to meet the Statewide Health Standards at the facility located in Gilmore Twp., Greene County.  (PA Bulletin, page 8805

-- Dupont Petroleum Products Terminal: DEP approved a Final Report on remediation of soil and groundwater contaminated with gasoline at the facility located in Pittstown Twp., Luzerne County.  (PA Bulletin, page 8805

-- Repsol Oil & Gas USA, LLC - Warner Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with wastewater at the pad located in Rush Twp., Susquehanna County.  (PA Bulletin, page 8806

So far in 2025, DEP received or acted on 177 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- NFG Midstream Covington LLC - Shale Gas Well Pad/Pigging Station: DEP revoked the GP-5A Air Quality General Permit because the facility located in Middlebury Twp., Tioga County meets the exemption requirements. (PA Bulletin, page 8808
