-- DEP published notices in the December 13 PA Bulletin inviting comments on three water quality approvals and permits for the Eastern Gas Transmission and Storage, Inc. Appalachian Reliability Pipeline Project in Armstrong, Greene and Westmoreland counties. (PA Bulletin, page 8437 - 8439)
The Reliability Project includes the--
-- TL-636 Natural Gas Transmission Line, Murraysville Borough, Westmoreland County;
-- JB Tonkin Compressor Station, Murraysville Borough, Westmoreland County;
-- Two existing contractor yards, Salem Twp., Westmoreland County;
-- Delmont Pipeline Metering & Regulating Facility, Salem Twp., Westmoreland County;
-- Crayne Compressor Station, Franklin & Morgan Twp., Greene County; and
-- Roaring Run Pipeline Metering & Regulating Facility, Kiskiminetas Twp., Armstrong County.
The approvals include a Section 401 Water Quality Certification, Chapter 105 Encroachments and Chapter 102 Erosion and Sedimentation Permit.
DEP’s Regional Permit Coordination Office is accepting comments on these permits until January 12-- 30 days after the notices. Read more here.
-- The Environmental Quality Board published notice in the December 13 PA Bulletin inviting comments on proposed changes to Safe Drinking Water regulations related to Consumer Confidence Reports, Bottled Water, Bulk Water Systems Monitoring. Deadline for comments January 12.
-- The Public Utility Commission published notice in the December 13 PA Bulletin of final changes to Low-Income Usage Reduction Program (LUIUP) regulations for natural gas and electric utilities, which helps tens of thousands of income-qualified residents across the Commonwealth reduce their energy usage and bills.
On March 13, 2025, the Commission voted 5-0 to update regulations governing LIURP, a utility-sponsored program that provides weatherization and energy usage reduction services to help at-risk customers reduce their overall energy consumption. Read more here.

-- PPL Electric Utilities - Rebuilding Frackville-Columbia 230kV Line: DEP invites comments on an Individual Stormwater Permit covering 515 acre, 26 mile rebuild of the electric transmission line impacting “multiple” High Quality streams located in Catawissa Twp.,, Columbia County, and Cleveland, Conyngham, Franklin, Hemlock, Locust, Montour and Roaring Creek, Butler and Union Townships, Ashland Borough in Schuylkill County. -- Mid-Atlantic Interstate Transmission, LLC - Johnstown-Seward 230 kV Transmission Line Rebuild: DEP invites comments on an Individual Stormwater Permit covering 65.8 acres, 6.7 mile rebuild of an electric transmission line impacting the Conemaugh River, Big Spring Run, Findley Run (High Quality), Fisinger Run (High Quality) and Red Run (High Quality) located in Jackson Twp., Cambria County, East Wheatfield Twp. -- Transource Pennsylvania, LLC - Bramah Electric Substation Project: DEP invites comments on an Individual Stormwater Permit for the 64.4 acre electric substation construction project in Peach Bottom Twp., York County impacting the Susquehanna River and Exceptional Value wetlands. The project is needed to address reliability issues associated with New Jersey’s offshore wind energy facility. (PA Bulletin, page 8391)
Chapter 105 Piney-Seward and Erie South-Piney Transmission Project
DEP’s Regional Permit Coordination Office is accepting comments on these permits until January 12-- 30 days after the notices.

DEP has divided the project into eight Chapter 105 permits by county and is taking comments on each of the permits individually--
