Finding 27,000 More Abandoned Conventional Wells
On June 25, the Department of Environmental Protection told the Oil and Gas Technical Advisory Board a project to identify previously unidentified oil and gas wells abandoned by conventional well owners with Harrisburg University and Indiana University has potentially found over 27,000 more abandoned wells-- double the number in the inventory DEP has for the federal well plugging program. DEP Doesn’t Track Shale Gas Water/Wastewater Pipelines
On June 25, the Department of Environmental Protection told the Oil and Gas Technical Advisory Board it does not track how many shale gas well development water and wastewater pipelines are installed, how many spills they’ve had or what their environmental impact has been in response to a request for information from David Yoxtheimer, PhD., PG, the Chair of the Board.
Well development pipeline owners have to maintain records of inspections, locations and other information, according to DEP’s regulations, but DEP has to ask for it and apparently they haven’t.
There may be hundreds of miles of water and wastewater pipelines serving the over 3,927 shale gas well pads in Pennsylvania. Read more here.

Delong Oil Inc. - Violations: 42 Abandoned Conventional Wells
June 11, 2025 inspections of 42 conventional wells in Clinton Township, Venango County found them all abandoned and not plugged with no annual production, waste, well integrity reports on file. Paul H. Deeter - Violations: 4 Abandoned Conventional Wells
June 3, 2025 inspection of four conventional wells in Oakland Township, Venango County found them abandoned and not plugged. The wells included JE McDowell 1A, JE McDowell 2A, JE McDowell 3A and Kenneth Winger Sr. (Ermly J. McDowell) 4A. DEP noted the owner passed away in 1990, according to his children. Violations issued. No requests made of current owners. Since May 14, DEP issued a total of 17 violations for abandonment to Deeter wells. Read more here. 29 permits are held under the Paul H. Deeter name.
Baron Crest Energy Co. - Violations: Abandoned Conventional Well (14 Months)
June 9, 2025 follow-up inspection of the Penn Park Dev & Crest 1 conventional well in Kiskiminetas Township, Armstrong County found the well abandoned and not plugged. No action taken by the owner since the original violation was issued on April 9, 2024. No requests of well owner. DEP inspection report. Baron Crest holds 72 permits.

June 9, 2025 administrative review of the North Star Coal Co IDA 2 conventional well in North Fayette Township, Allegheny County found the well abandoned and not plugged. Violations issued. Response requested by July 7. DEP inspection report. Dietterich holds 6 permits.
East Resources Inc. - Violations: Abandoned Conventional Well
June 6, 2025 inspection of the McClay J4 conventional well in Buffalo Township, Washington County found the well abandoned and not plugged. Owner also failed to submit annual production, waste generation and well integrity reports. Violations issued. Response requested by June 26. DEP inspection report. Eastern Natural Resources LLC - Violations: Abandoned Conventional Well
June 10, 2025 follow-up inspection of the Zambano 1 conventional well in Hempfield Township, Westmoreland County found the well abandoned and not plugged. Owner also failed to submit annual production, waste generation and well integrity reports. Response requested by June 26. DEP inspection report. Eastern Natural holds 50 permits.
Valley Green Golf & Country Club, Inc. - Violations: Abandoned Conventional Well (26 Months)
June 10, 2025 inspection of the Valley Green 5 conventional well in Hempfield Township, Westmoreland County found the well abandoned and not plugged. Old MTN Gas Co. Inc. - Violations: Abandoned Conventional Well
June 25, 2025 inspection of the Zem Zem Temple 2 conventional well in Millcreek Township, Erie County found the well abandoned and not plugged and a storage tank onsite is leaking. Owner did not file annual production, waste generation or well integrity reports. The well was not inspected in the last 10 years. Violations issued. Response requested by July 23. DEP inspection report. Old MTN Gas holds 349 permits, many inactive and a few abandoned.
Iron Pennsylvania Land LLC - Violations: Failed To Comply With Plugging Order
June 17, 2025 inspection of the OO Grimes 3603 conventional well in Jackson Township, Greene County found the owner is not in compliance with an order to plug the well by March 31, 2025. Big Dog Energy LLC - Violations: Failed To Comply With Order To Plug 5 Abandoned Shale Gas Wells
June 3, 2025 administrative review resulted in issuing a public nuisance violation for failing to comply with an August 20, 2024 DEP order to plug five abandoned shale gas wells in Clearfield County. The wells include--

June 10, 2025 follow-up inspection of the Brunazzi Unit Well 9H, 10H, 11H shale gas wells in Deemston Borough, Washington County found them abandoned and unplugged. Violations issued. EQT responded that the 9H, 10H and 11H wells are scheduled to be plugged in 2026.
Frontier Natural Resources - Violations: Abandoned Shale Gas Well(s)/Impoundment
June 2, 2025 administrative review resulted in issuing 8 violations against this well owner for abandoning and not plugging shale gas well(s), defective casing/cementing, failure to restore a water impoundment, creating a public nuisance for failing to comply with a DEP order and others. This most likely involves the Winner shale gas pad and impoundment in East Keating Township, Clinton County. DEP inspection report #3999990 was not online. The DEP eFACTS database shows DEP signed a consent order and agreement with Frontier on June 2, 2025.

June 3, 2025 inspection of the US Energy Exploration Corp. Fred A. Musser GW1840 conventional well as part of an ongoing gas migration investigation of water supply contamination found the well venting gas to the air and through the ground at slam bar holes. June 16, 2025 inspection of the PA Mineral SVCS LLC HW Reitz 5 and H. Joiner 1 conventional wells within about 1,100 feet of the complainant’s water well. No gas detected.
Susquehanna County, Lenox Township
June 12, 2025 administrative inspection of the Coterra Energy, Inc. Housel R Pad shale gas wells [Site ID 766456] issued violations for the “Acre Lake GMI” gas migration contamination of private water supplies to the well owner. Specific violations for Casing/Cementing Failure, Well construction failure to prevent migration of gas and other pollutants, Discharge of pollutants and other violations. Inspection Report # 3997583 not online.
Venango County, Pinegrove Township
June 23, 2025 inspection of the Williams C. Henderson Cornman 5 conventional well as part of water supply contamination complaint. The well is about 190 feet from the complainant’s well. The gas well appears to the abandoned. No gas was detected from the well. DEP is following up with the gas well owner on the abandonment issue. DEP inspection report.
DEP also inspected the Cornman 1 and 3 wells and corrected their locations.
Fire At Shale Gas Well Pad
HG Energy/Loan Asset Issuer LLC - Investigation Of Fire At Shale Gas Well Pad
June 18, 2025 inspection of shale gas well pad WFN10 in West Finley Township, Washington County in response to a notification on June 17 of a fire in a swap tank of a large compressor. It is believed the fire was started by lightning that ignited from a vent stack, but burned out quickly once the line from the compressor to the tank was closed. The fire was out by the time the local fire department arrived. No violations issued. DEP incident report. DEP inspection report.
2nd Horizontal Drilling Inadvertent Return Incident
Seneca Resources Co. LLC - Violations: Release Of Horizontal Drilling Fluids
June 18, 2025 inspection of a section of water pipeline construction project in Richmond Township, Tioga County in response to a notification of an “inadvertent return” of drilling fluids.
The project involves installing a 1.2 mile, 16-inch HDPE (plastic) water pipeline from the Greer Surface Water Withdrawal along the Tioga River to the Bechtel 675 shale gas well pad.
A crew from Seneca Resources pipeline company-- Highland Field Services-- was installing a 2,370-foot section of the water pipeline under Route 15 and progressing up a hillside when the incident occurred after a drill bit broke.
When they restarted drilling they noticed they were not getting any return fluids, stopped drilling, and discovered there was a release point 50 feet east of where they were drilling. An unknown amount of drilling fluids containing bentonite were released.
Containment and remediation efforts were underway during the inspection. A response was requested by June 25. DEP inspection report.
This is the second inadvertent return incident involving this project.
The first incident occurred on May 29 in Richmond Township, Tioga County that resulted in a sinkhole opening up. Read more here.

Griffin Summit Oil Co. - Violations: Conventional Well Wastewater Tanks Actively Discharging Into A Stream
June 16, 2025 routine inspection of the Ben Porter Eugene Hovis 7 conventional well in Clinton Township, Venango County found wastewater storage tanks “actively discharging” into an unnamed tributary of Scrubgrass Creek a natural trout reproduction stream. Samples taken. Violations issued. No response requested of owner. DEP inspection report.
Griffin holds 54 permits. This well is listed as abandoned. It was last inspected on May 15, 2025 with no violations.
Edward W. Benko - Violations: Failure Cleanup Conventional Spills, Comply With Order (83 Months)
June 16, 2025 compliance evaluation of the Buhl Farm 1 conventional well in Economy Borough, Beaver County resulted in continuing a violation for not complying with an April 4, 2025 order to cleanup multiple spills on the well site. The spills were discovered by DEP on July 18, 2018 and the agency has tried to get the site cleaned up since then [Read more here]. Miller Environmental has been retained to do the cleanup and is waiting for more favorable weather conditions to start remediation. No request made of well owner. DEP inspection report.
Raymond D. Langer - Violations: Failure To Comply With Conventional Well Cleanup Order (30 Months)
June 12, 2025 follow-up inspection of the Lorish 1 conventional well in Robinson Township, Allegheny County found the owner failed to take any action to cleanup wastewater spills, deal with erosion and sedimentation issues, remove unused equipment and other violations. The original violations were issued on January 11, 2023. A compliance order was issued on March 24, 2025 directing the owner to take steps to deal with these violations. June 11, 2025 compliance evaluation of the Wilford M. Chambers 1 conventional well in Richhill Township, Greene County found the owner still in violation of a May 17, 2024 order to cleanup multiple spills, stop gas leaking from the well and address other violations at the well site originally found during a routine inspection on April 23, 2024. The site remains unchanged, the well was still leaking gas, but limited remediation work was started. DEP met onsite with a potential new owner of the well who requested a compliance conference. Martin & Mary Jo Gimbus - Violations: Failed To Cleanup Up Releases (9 Months)
June 4, 2025 follow-up inspection of the Iva Ferguson 1 conventional well in Ohioville Borough, Beaver County found the owner had remediated some of the well site areas contaminated by wastewater releases, but significant areas have yet to be done. Owner was onsite briefly during the inspection. Violations originally issued on September 25, 2024 were continued. No requests made of owner in writing. DEP inspection report.
Ows Energy LLC - Violations: Wastewater Spills (8 Months)
June 11, 2025 follow-up inspection of the James L. Love 1W100 conventional well in Sparta Township, Crawford County found a recurring leak from the production wastewater tank originally discovered during an October 21, 2024 inspection. A pipe connecting the tank to the well keeps falling out of the tank. This time violations were issued. No response requested from owner. DEP inspection report.
Ows Energy LLC - Violations: Holes In Wastewater Tank, Flooded Containment
June 3, 2025 inspection of the Carter R Unit 3H conventional well in Oakland Township, Venango County found holes in a wastewater storage tank sitting in a containment area that had been flooded for some time and was ready to spill over. The landowner told DEP he saw a person claiming to be affiliated with OWS at 6:00 a.m. in the morning trying to drain the containment with a sump pump. Violations issued. Frank L. Washbaugh Oil Producers: Violations: Failed To Cleanup Conventional Well Releases (7 Months)
June 16, 2025 follow-up inspection of the William M. Johnson 1 conventional well site in Cross Creek Township, Washington County found the owner failed to take any action to cleanup multiple releases and spills and the site and remove barrels and other equipment at the site. Chesapeake Appalachia LLC - Violations: Failed To Cleanup All Shale Gas Wastewater Releases
June 24, 2025 inspection of the THEM shale gas wells 1H-6H in Wysox Township, Bradford County some wastewater release areas cleaned up but not all. Original violations issued May 9, 2025 were continued. DEP requested the owner deal with remaining release areas. DEP inspection report.
EQT ARO LLC - Violations: Shale Gas Wastewater Spill
June 10, 2025 inspection of the Marrory Pad C in Plunketts Creek Township, Lycoming County in response to a notification of a wastewater spill caused by a water truck removing fluid from storage tanks. Remediation of approximately 20 gallons of fluid was underway at the time of the inspection. Violations issued, immediately closed. DEP inspection report.
EQT Chap LLC - Violations: Shale Gas Fluid Spill, Failure To Notify DEP
June 12, 2025 routine inspection of the Sargent shale gas well site in West Bethlehem Township, Washington County resulted in the discovery of an unreported fluid leaks and bubbling coming from a well cellar. Violations issued. Response requested by July 4. DEP inspection report.
CNX Gas Co., LLC - Violations: Shale Gas Wastewater Spill
June 27, 2025 inspection of the RHL71 shale gas well pad in Richhill Township, Greene County in response to a June 24 notification of a wastewater spill on the pad of approximately 84 gallons of fluid. Violations issued. Response requested by July 3. DEP inspection report.
Diversified Prod LLC - Violations: Shale Gas Secondary Containment Compromised
June 25, 2025 inspection of the Royal Huey 590561A shale gas well in Toby Township, Clarion County found secondary containment around storage tanks at the well site continue to be compromised by small concrete boxes recessed into the lined floor of the containment allowing any water in containment to leak into the ground under the liner. The problems were originally discovered on May 16, 2025 by DEP and no action was taken to address the concerns. New violation issued for failure to repair a damaged containment. June 11, 2025 inspection of the shale gas wells McGraw 5H and McGraw N WYO 1H in Washington Township, Wyoming County for defective casing/cement. Original violations issued July 29, 2019. Violations Continued. Wells will continue to be monitored.
Chesapeake Appalachia LLC - Violations Ongoing for 60 Months
June 5, 2025 inspection of the Cappucci 4H and 102H shale gas wells in Mehoopany Township, Wyoming County found gas was still present. Casing/cement violations originally issued on May 21, 2020. Violations continued. Wells will continue to be monitored.
Chesapeake Appalachia LLC - Violations Ongoing For 54 Months
June 9, 2024 inspection of Jacobson Unit 3HX-4HX shale gas wells in Franklin Township, Bradford County found gas was still present. Violations originally reported on October 20, 2020. Violations issued on January 4, 2023 were continued. Well will continue to be monitored. DEP 3HX inspection report. DEP 4HX inspection report.
BKV OPR LLC - Violations Ongoing For 30 Months
June 18, 2025 inspection of the Reel-Macialek Unit McConnell 3H shale gas well in Tunkhannock Township, Wyoming County found gas still present in the cemented annulus of the well after defective casing/cement found and violations issued on November 23, 2022. Well will continue to be monitored. A response requested from the owner by July 18, 2025. DEP inspection report.

Diversified Prod LLC - Violations: Venting Gas (32 Months)
June 6, 2025 follow-up inspection of the David W. Sanneer ET UX 1 conventional in Upper Turkeyfoot Township, Somerset County found the well was still venting gas. Original violations issued October 13, 2022. Violations continued. Response requested by June 27. DEP inspection report.
EJ Brumage & RA Pultorak - Violations: Conventional Well Venting Gas (18 Months)
June 18, 2025 inspection of the Roberts 3 conventional well in North Bethlehem Township, Washington County found the well continues to vent gas and the owner failed to submit annual production, waste generation and well integrity reports. Original violations issued July 19, 2023. Response requested by July 2. DEP inspection report.
Danken-Sammar LLC - Violations: Conventional Well Casing/Cement Failure (8 Months)
June 10, 2025 administrative review on the Green Glen Corp 4 conventional well in Huston Township, Clearfield County resulted in DEP issuing 6 violations for discharge of pollutants, failure to dispose of waste properly, failure to prevent pollutants from entering groundwater and other violations. This well has continuing violations for defective well casing/cementing since October 7, 2024. This well is used as an observation well for the Povik #1 oil and gas wastewater injection well. DEP inspection report #3995486 is not available online to learn what other actions might have been taken.
Diversified Prod LLC - Violations: Conventional Well Venting Gas (1 Month)
June 13, 2025 inspection of the Rush 3 conventional well in Jefferson Township, Fayette County found the well continues to vent gas. Original violations issued May 12, 2025. Well owner installed a 10 foot tall vent pipe to address the violation which was too tall to reach with gas detection equipment. However, gas was visually observed coming from the stack. Response requested by July 13. DEP inspection report.
Josephine M. Ganzer - Complaint: Leaking Conventional Gas Well
June 25, 2025 inspection of the 2450 Saltsman RD 1 conventional gas well in Harborcreek Township, Erie County in response to a notification from National Fuel Gas that found methane in slam bar holes around the plugged well. The owner was contacted and agreed to dig the well back to find the source of methane. No violations issued pending source verification. DEP inspection report.

Eastern Gas Trans & Storage Inc. - Violations: Failed to Repair Access Road Culvert
June 18, 2025 follow-up inspection of the access road to the S E Black 4 conventional well site at the Oakford Gas Storage Reservoir in Salem Township, Westmoreland County found no action was taken to repair a washed out access road culvert causing stream sedimentation since the original violations were issued on June 9, 2025. No response requested of owner. DEP inspection report.
Hyperion Midstream LLC - Violations: Failure of Erosion & Sedimentation Control
June 9, 2025 inspection of the Poseidon to Denmark Loop Pipeline construction site in Penn Township, Westmoreland County in response to a notification of erosion and sedimentation control failures due to heavy rain. Multiple areas of failure were found and efforts were underway to make repairs. No response requested of owner. DEP inspection report.
EQT Prod Co. - Violations: Failure Of Erosion & Sedimentation Controls
June 11, 2025 inspection of the Ealy shale gas well pad in East Finley Township, Washington County in response to a notification of erosion and sedimentation control failures caused by heavy rains. Violations issued. Response requested by June 27. DEP inspection report.
June 11, 2025 follow-up inspection of recurring land slip and erosion and sedimentation control violations at the Ealy shale gas well pad found additional land slips and unstable areas in a reclaimed impoundment and wet ponds. Violations continued. No response requested from owner. DEP inspection report.
ETC Northeast Fld SVC LLC - Violations: Failure Of Pipeline Erosion & Sedimentation Controls
June 17, 2025 inspection of a portion of the B50 pipeline construction right-of-way in Economy Borough, Beaver County found multiple failures of and improperly installed erosion and sedimentation controls. A rain event occurred during the inspection. Violations issued. Response requested by July 7. DEP inspection report.
EQT Prod. Co. - Violations: Land Slope Failure
June 17, 2025 inspection of the Barley Wine shale gas well site in Jackson Township, Greene County in response to a notification of a slope failure found a slope failure at the edge of the well pad approximately 250 feet long and 200 feet high. Violations issued. Response requested by July 3. DEP inspection report.

June 17, 2025 inspection of the Holt shale gas well site in Gilmore Township, Greene County in response to a notification of a slope failure and found slide material had migrated outside the permit limit of disturbance. Violations issued. Response requested by July 3. DEP inspection report.
