PA Environment Digest Blog: PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment

The following notices were published in the June 28 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments.

-- DEP published notices in the June 28 PA Bulletin related to permits and approvals needed for the Transcontinental Gas Pipe Line Company’s Northeast Supply Enhancement Quarryville Pipeline Loop and compressor station projects in Chester and Lancaster counties. The projects-- a 10.17 mile, 42-inch natural gas pipeline and related compressor station modifications-- are located in Drumore, East Drumore and Eden Townships, Lancaster County and East Whiteland Township, Chester County.

The permits and approvals involved are a Section 401 Water Quality Certification, Chapter 102 Erosion and Sedimentation Control Permit and a Chapter 105 Encroachment Permit.

-- DEP published notice in the June 28 PA Bulletin announcing it will hold an eighth public hearing July 22 to accept comments on the proposed state plan to implement an EPA federal rule 40 CFR Part 60, Subparts OOOOb and OOOOc Reducing Emissions Of Methane and Other Pollution from Oil and Natural Gas Operations. The July 22 hearing will be held in a virtual format and start at 6:30 p.m. Read more here.

-- BP Terminal - 4556 Property: DEP received a Notice of Intent to remediate soil and groundwater contaminated with leaded gasoline to meet the Site-Specific Standard at the terminal located in Monroe Twp., Cumberland County. (PA Bulletin, page 4408)

-- Greylock Production LLC - Ron Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated by production wastewater to meet the Statewide Health Standard at the pad located in Hector Twp., Potter County. (PA Bulletin, page 4440)

-- Greylock Production LLC - Decker 1 Oil/Gas Well: DEP received a Final Report on remediation of soil contaminated with production wastewater ( aluminum, barium, boron chloride, iron, lithium, manganese, selenium strontium, vanadium, zinc) to meet the Statewide Health Standards at the well located in Cumberland Twp., Greene County. -- Bellwether District Holdings LLC - Philadelphia Refinery Site: DEP sent a Technical Deficiency Letter on the Final Report on remediation of soil contaminated with unleaded gasoline to meet the Statewide Health Standard. (PA Bulletin, page 4442)

-- Chesapeake Appalachia LLC - Rock Shale Gas Pad: DEP approved a Final Report on remediation of soil contaminated by production wastewater to meet Statewide Health Standards at the pad located in Overton Twp., Bradford County. (PA Bulletin, page 4441)

2025 Act 2 Oil & Gas Facility Pollution Cleanups

Waste Permits - Comment

-- Waste Management of PA, Inc. - Tullytown Resource Recovery Facility Landfill Gas: DEP invites comments on a major permit modification to allow for landfill gas collected at the Tullytown Facility to be transmitted to the Fairless Renewable Natural Gas Plant in Falls Twp., Bucks County. -- Laurel Mountain Midstream Operating, LLC - Brown Compressor Station: DEP invites comments on the renewal of a State Only Air Quality Permit for the facility located in Greene Twp., Greene County. (PA Bulletin, page 4412)

-- EQT ARO, LLC - Trout Run Mountain Compressor Station: DEP issued an Air Quality GP-5 covering multiple sources of air pollution at the facility located in Cascade Twp., Lycoming County. Received May 13, Approved June 9. (PA Bulletin, page 4444)

-- New Castle Power, LLC - Gas-Fired Power Plant: DEP issued a renewal of the Title V Air Quality Permit for the facility located in Taylor Twp., Lawrence County. (PA Bulletin, page 4445)

Chapter 105 Encroachment Permits - Comments

-- Greylock Production LLC - Two 16-Inch Water Pipelines/Water Intake Structure: DEP invites comments on a Chapter 105 permit for a pipeline project impacting Pine Creek (Exceptional Value) and Exceptional Value wetlands. -- Transcontinental Gas Pipe Line Company - Northeast Supply Enhancement Project: DEP published notice in the June 28 PA Bulletin that the Section 401 Certification published on May 31, 2018 on this project remains in effect and provided a summary of the certification for the project located in Drumore, East Drumore and Eden Townships, Lancaster County and East Whiteland Township, Chester County.
