The fluid “was observed leaking from near the top of the tank, traveling down the side of the tank, and onto the ground. Orange and dark oil-like staining were observed on the ground.”
Field conductivity readings in the area of the spill were elevated compared to surrounding areas.
[Note: The inspection photos show the ground at the tank was thoroughly soaked.]
DEP contacted the well owner to inform him of the release and he said he “sold the well site and has not been out there since approximately November 2025.”
DEP apparently had no record of the sale and transfer of the well from the owner as required by law.
The inspection report said the well owner “acknowledged that if the transfer has not yet been approved by the Department he is responsible and stated he would have crews onsite within a day to remediate the spill.”
Multiple violations were issued and DEP requested a response by September 18.
The response is to include a timeline and plan for remediation and quantification of the amount of contaminated water released along with manifests of contaminated soil taken from the site to an approved waste disposal facility.
