PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - September 20

The following notices were published in the
September 20 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- DEP published notices in the September 20 PA Bulletin announcing the approval of Water Quality Permits for the National Fuel Gas Tioga Pathways Natural Gas Pipeline Project in McKean, Potter and Tioga counties.  (PA Bulletin, page 6778 - 6780Read more here.


-- The Susquehanna River Basin Commission published notice in the September 20 PA Bulletin the Executive Director gave his approval to or renewed 40 general water use permits in August for individual shale gas well drilling pads in Bradford, Lycoming, Sullivan, Susquehanna, Tioga, and Wyoming counties. So far in 2025, SRBC issued or renewed 322 general water use permits for shale gas development.  Read more here.


Land Recycling/Brownfield Cleanups

-- Expand Operating LLC - Them Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at the pad located in Wysox Twp., Bradford County. (PA Bulletin, page 6764)

-- EQT ARO LLC - Mallory Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at the facility located in Plunketts Creek Twp., Lycoming County. (PA Bulletin, page 6764)

-- Monroe Energy - Trainer Refinery Quill Release: DEP issued a technical deficiency letter on the Final Report on remediation of soil contaminated with inorganics and organics to meet the Statewide Health Standard at the facility located in Marcus Hook Borough, Delaware County. (PA Bulletin, page 6767)


2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 135 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Air Quality Permits - Comments

-- Hickory Run Energy LLC - Natural Gas Power Plant: DEP invites comments on a modification of the Air Quality Plan Approval for the facility located in North Beaver Twp., Lawrence County. (PA Bulletin, page 6738)

-- Sunoco Midstream LLC - Altoona Terminal Storage Tank: DEP invites comments on an Air Quality Plan Approval for a new gasoline storage tank and associated piping at the facility located in Allegheny Twp., Blair County. (PA Bulletin, page 6739)

-- Williams Field Services Co. LLC - Teel Compressor Station: DEP invites comments on an amendment to a State Only Air Quality Permit for the facility located in Springville Twp., Susquehanna County.  (PA Bulletin, page 6742)

-- Williams Field Services Co. LLC - Wilcox Compressor Station: DEP invites comments on an amendment to a State Only Permit for the facility located in Tunkhannock Twp., Wyoming County. (PA Bulletin, page 6742)

-- NFG Midstream Covington, LLC - Covington Compressor Station: DEP issued a renewal of a GP-4 Air Quality General Permit covering multiple sources of air pollution at the facility located in Delmar Twp., Tioga County. Received Aug. 5, Issued Sept. 2. (PA Bulletin, page 6767)

-- Expand Operating LLC- Sivers Shale Gas Well Pad: DEP issued a renewal of a GP-5A Air Quality General Permit covering multiple sources of air pollution at the facility located in Tuscarora Twp., Bradford County. Received Aug. 7, Issued. Aug. 27.  (PA Bulletin, page 6767)

-- NFG Midstream Covington, LLC - Netterman Compressor Station: DEP issued a renewal of a GP-5 Air Quality General Permit covering multiple sources of air pollution at the facility located in Charleston Twp., Tioga County. Received Aug. 11, Issued Sept. 2 (PA Bulletin, page 6768)

-- EQT Artemis Midstream, LLC - Guardian Compressor Station: DEP issued an amended GP-5 Air Quality General Permit for the facility located in Penn Twp., Westmoreland County. Received July 30, Issued Sept. 8. (PA Bulletin, page 6768)

-- Expand Operating LLC - 2 16-Inch Water Pipelines: DEP invites comments on a Chapter 105 permit for a project impacting Sugar Run and wetlands located in Albany and Terry Townships, Bradford County.  (PA Bulletin, page 6749)


Erosion & Sedimentation Permits - Issued

-- Expand Operating LLC - Pipeline Project: DEP issued a Chapter 102 permit for a pipeline project impacting Rocky Forest Creek, Sugar Run Creek, Roaring Run and the Susquehanna River located in Windham Twp., Wyoming County and Wilmot Twp., Bradford County.
