The following notices were published in the December 6 PA Bulletin related to oil and gas industry facilities. Many of the notices offer the opportunity for public comments.

-- DEP published notice in the December 6 PA Bulletin inviting comments on a draft Policy for Erosion and Sedimentation Control and Stormwater Management for Oil and Gas Production, Processing or Treatment Operations or Transmission Facilities. Read more here.

-- DEP published notice in the December 6 PA Bulletin announcing an extension of the Air Quality Plan Approval for the Tenaska natural gas-fired power plant until May 28, 2026 for the facility located in South Huntingdon Twp., Westmoreland County. (PA Bulletin, page 8307). [Note: DEP is now reviewing the first Title V Air Permit for this facility. Read more here.]

-- DEP published notice in the December 6 PA Bulletin announcing the renewal of a State Only Air Quality Permit for the Wolf Run Energy, LLC natural gas power plant in Wilmot Twp., Bradford County. (PA Bulletin, page 8308)

-- DEP published notice in the December 6 PA Bulletin inviting comments on an Air Quality Plan Approval covering the 32.4 MW uprate of three natural gas-fired turbines at the 1,124 MW Hummel Station Power Plant in Shamokin Dam Borough, Snyder County. (PA Bulletin, page 8279) Read more here.

-- DEP published notice in the December 6 PA Bulletin inviting comments on the renewal of the Title V Air Quality Permit for the Constellation Energy Generation, LLC fuel oil-fired 51 MW Falls Generation Station peaking plant in Falls Township, Bucks County. -- The Susquehanna River Basin Commission published notice in the December 6 PA Bulletin the Executive Director gave his approval to or renewed 76 general water use permits in August for individual shale gas well drilling pads in Blair, Bradford, Cameron, Centre, Clearfield, Clinton, Elk, Huntingdon, Lycoming, McKean, Sullivan, Susquehanna and Tioga counties in Pennsylvania and Steuben County, New York. So far in 2025, SRBC issued or renewed 398 general water use permits for shale gas development. Read more here.

Land Recycling/Brownfield Cleanups

-- Repsol Oil & Gas USA, LLC - Warner Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated by production wastewater to meet the Statewide Health Standard at the pad located in Rush Twp., Susquehanna County. (PA Bulletin, page 8303)

-- Sunoco Midstream, LLC - Dupont Terminal: DEP received a Final Report on remediation of soil and groundwater contaminated with gasoline to meet the Statewide Health Standard at the terminal located in Pittston Twp., Luzerne County. (PA Bulletin, page 8303)

-- Monroe Energy Trainer Refinery - Quill Release: DEP received a Final Report on remediation of soil contaminated with inorganics and other organics to meet the Statewide Health Standard at the facility located in Marcus Hook Borough, Delaware County. (PA Bulletin, page 8303)

-- Sun Pipeline Elverson: DEP did not accept a Final Report on remediation of soil and groundwater contaminated with unleaded gasoline because it did not prove the cleanup met the Statewide Health and Site-Specific Standards at the facility located in Elverson Borough, Chester County. (PA Bulletin, page 8305)

-- EQT Production Company - I-70 Stormwater Pond #2: DEP did not accept a Final Report on remediation of soil contaminated with production wastewater (chlorides, aluminum, barium, boron, iron, lithium, manganese, selenium, strontium, vanadium) because it did not prove the cleanup met the Statewide Health and Background Standards at the facility located in South Strabane Twp., Washington County. So far in 2025, DEP received or acted on 168 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Expand Operating, LLC - GU-G South Shale Gas Well Pad/Pigging Station: DEP issued a renewal of a GP-5A Air Quality General Permit covering multiple sources of air pollution at the facility located in Herrick Twp., Bradford County. (PA Bulletin, page 8305)

-- EQT Production Company - Harbison Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit covering multiple sources of air pollution at the facility located in Nottingham Twp., Washington County. (PA Bulletin, page 8306)

-- Eastern Shore Natural Gas Co. - Compressor Station: DEP issued a renewal for a State Air Quality Operating Permit for the facility located in Londonderry Twp., Chester County. (PA Bulletin, page 8308)
