DEP Invites Comments On Individual Stormwater Permit For Mass Grading Of 513 Acre Data Center Project Site In Pittston Twp., Luzerne County

The Department of Environmental Protection published notice in the March 22 PA Bulletin inviting comments on an Individual NPDES Stormwater Permit covering the “mass grading” of a 513.13 acre site for the construction of 15 data center buildings in Pittston Township, Luzerne County.  (

NP Hazleton Holdings, LLC submitted the application for the Project Hazelnut site.

Black Creek, Stony Creek and Exceptional Value wetlands are expected to be the surface waters receiving stormwater discharges.

To review the permit application, contact DEP’s Northeast Regional Office File Review Coordinator at 570-826-5472.

Public comments are due 30 days from the PA Bulletin notice.  The period for comment may be extended at the discretion of the Department for one additional 15-day period. 

DEP will also accept requests or petitions for public hearings on applications. 

Comments can be submitted by email to: RA-EPWW-NERO@pa.gov or to DEP’s Northeast Regional Office, 2 Public Square, Wilkes-Barre, PA 18701-1915.
