The Department of Environmental Protection published notice in the April 25 PA Bulletin it has received proposals for plugging two abandoned oil and gas wells and is accepting public comments on the proposals under the Good Samaritan Act. (PA Bulletin, page 2202)
The proposals include--
-- Wyoming County, Windham Township: Abandoned well plugging by Chesapeake Appalachia, LLC; and
-- Venango County, Corn Planter Township: Abandoned well plugging by John R. Cubbon.

With the Good Samaritan Act, individuals, nonprofit groups or others who had nothing to do with an abandoned well or unreclaimed coal mine site can set in an clean up the site without incurring long-term liability for any pollution on the site.
