The hearings – presided over by PUC Administrative Law Judge John M. Coogan – will provide an opportunity for the Commission to hear directly from residents about their experiences and concerns, as the PUC continues efforts to stabilize the system and work toward a long-term solution for safe and reliable service.
Public Input Hearings
Two PUC public input hearings are scheduled for Tuesday, September 30--
-- Hearing #1 will start at 1:00 p.m.
-- Hearing #2 will start at 6:00 p.m.
Both hearings will be held in the Main Meeting Room at the Ferguson Township Municipal Building, 3147 Research Drive in State College, PA.
Participating in the Input Hearings
Individuals interested in testifying at the hearing are encouraged to pre-register by Noon on September 26, 2025. Pre-registration is encouraged but not required.

When pre-registering for in-person or Webex testimony, please provide the following information:

-- Which hearing you are registering for.

-- A phone number where you can be reached prior to the hearing if there is a need to contact you.
-- Your email address, if you have one.
Assistance Registering and Interpreters
If you need assistance pre-registering to testify, you may have someone register for you, but they will need to provide all the information listed above.
Additionally, if more than one person in your household would like to testify, one person may pre-register for other individuals in the same household by providing the above-listed information for each individual.
If you require an interpreter, please make your request when you pre-register as soon as possible.
If you register too close to the hearing date, we may not have enough time to arrange for an interpreter.
If you request an interpreter, the PUC will make reasonable efforts to have one present.
Hearing Exhibits
If you have any hearing exhibits to which you will refer during the hearing, please email them to the PUC Judge John M. Coogan, at jcoogan@pa.gov.
The PUC Judge will forward your exhibits to all the parties.
Exhibits for the public input hearing should be received by the PUC Judge no later than Noon on September 26, 2025.

Case Background
Earlier this year, the Commission appointed Pennsylvania American Water Company (PAWC) as receiver for the Rock Spring system while directing Rock Spring to engage in serious negotiations with the State College Borough Water Authority (SCBWA) for a potential long-term acquisition.
That action followed years of challenges for the small rural water utility, which serves about 1,000 customers in Centre County.
The Commission continues to emphasize that its priority is the protection of customers – ensuring that safe, reliable, and adequate water service is available, both now and in the years ahead.
Next Steps
Testimony and comments received during the upcoming public input hearings will be entered into the record of this case and considered by the presiding judge and the Commission as they evaluate the most appropriate path forward.
