PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - August 9

The following notices were published in the August 9 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

Land Recycling/Brownfield Cleanups

--Sunoco Inc. - Philadelphia Refinery Sitewide: DEP received a Risk Assessment/Cleanup Plan on remediation of soil and groundwater contaminated with lead, inorganics and fuel oil to meet the Site-Specific Standards located at 3144 Passyunk Ave., Philadelphia. (PA Bulletin, page 5756)

-- EQT Corporation - R.Smith Shale Gas Well Pad: DEP received a Final Report on remediation of soil contaminated with production wastewater (aluminum, barium, boron chloride, iron, lithium, manganese, selenium, strontium, vanadium, zinc) to meet the Statewide Health Standards at the pad located in Carrolltown Boro, Washington County.  (PA Bulletin, page 5756)

-- Range Resources-Appalachia, LLC - Malinky Shale Gas Well Pad: DEP approved a Final Report on remediation of soil contaminated with diethylene glycol, ethylene glycol to meet the Statewide Health Standards at the pad located in Smith Twp., Washington County. (PA Bulletin, page 5756)

-- Dakota Oil & Gas - Chabal #2 Conventional Well: DEP approved a Final Report on remediation of soil contaminated with benzene, toluene, ethylbenzene, xylene, secbutylbenzene, tertbutylbenzene, cyclohexane, 1,2,4-tri-methylbenzene, 1,3,5-trimethylbenzene, cumene, (isopropylbenzene), naphthalene, acenaphthene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, chrysene, fluoranthene, fluorene, indeno(1,2,3-cd)pyrene, 2-methylnapthalene, phenanthrene, pyrene, 1,1-biphenyl, and phenol to meet the Statewide Health Standards at the well located in Upper Burrell Twp., Westmoreland County. So far in 2025, DEP received or acted on 119 Act 2 Land Recycling notices related to oil and gas facility site cleanups.

-- Transcontinental Gas Pipe Line Co., LLC - Buck Township Facility: DEP invites comments on the renewal of a Title V Air Quality Permit covering multiple sources of air pollution at the facility located in Buck Township, Luzerne County. (PA Bulletin, page 5732)

-- Expand Operating, LLC [Chesapeake] - Roland Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit for multiple sources of air pollution, a 16,800 gallon storage tank, natural gas compressors and piping station located in Wilmot Twp., Bradford County.  Received June 26  Issued July 21. -- XTO Energy INc. - Bachelder Shale Gas Well Pad.  DEP issued a GP-5A General Permit for the facility covering multiple sources of air pollution at the pad located in Penn Township, Butler County.  Received June 27, Issued July 25.  (PA Bulletin, page 5758)

-- Amazon Data Services, Inc. - 74 Backup Diesel Generators For A. I. Data Center: DEP issued an Air Quality Permit for backup generators to be located in Falls Twp., Bucks County. Received May 5, issued July 25.  (PA Bulletin, page 5759)

-- Hickory Run Energy, LLC - Natural Gas Power Plant: DEP issued a Title V Air Quality Permit covering multiple air pollution sources at the facility located in North Beaver Twp., Lawrence County.   Received Aug. 22, 2023, Issued July 15, 2025. (PA Bulletin, page 5759)

-- Constellation Energy - Chester Generating Station: DEP issues a renewal of a Title V Air Quality Permit covering multiple sources of air pollution in City of Chester, Delaware County. Received April 29, 2024, Issued July 24, 2025.  (PA Bulletin, page 5759)

-- Texas Eastern Transmission - Perulack Compressor Station: DEP issued a Title V permit renewal for the facility located in Lack Township, Juniata County. Received Aug. 1, 2023, Issued July 22, 2025.  (PA Bulletin, page 5760)

-- Laurel Mountain Midstream Operating, LLC - Brown Compressor Station: DEP issued a renew of a minot State Only Air Quality permit covering multiple sources of air pollution located in Greene Twp., Greene County.  July 23, 2024, Issued July 29, 2025.  (PA Bulletin, page 5760)
