DEP Sets Aug. 28 Meeting/Hearing On Waste Permit Modification For ERSI Construction/ Demolition Waste Landfill In Taylor Boro, Lackawanna County

The Department of Environmental Protection published notice in the July 26 PA Bulletin announcing an August 28 public meeting/hearing on the
Waste Permit Modification submitted for the Environmental & Recycling Services, Inc. Construction/Demolition Waste Landfill located in Taylor Borough, Lackawanna County.  (PA Bulletin, page 5060)

The meeting/hearing is being held under DEP’s Interim Final Environmental Justice Policy for enhanced public participation. Read more here.

ERSI is an existing permitted construction and demolition (C&D) waste landfill. ERSI is proposing to redesign the ±50.65 acre Phase IV Expansion in accordance with the permit renewal that was issued on October 13, 2021.

The proposed redesign includes both liner and leachate collection system modifications. 

Additional site improvements would include creation of a new storm water management basin and reconstruction of portions of the site access road. 

No increase to the permit area, volume to be accepted, or waste types is proposed. 

ERSI has not actively disposed of C&D waste onsite since 2007.

The public meeting and hearing will be held on Thursday, August 28, 2025, from 5:30 to 8:00 p.m. at the Riverside High School located at 310 Davis Street, Taylor, PA 18517. 

The meeting to answer questions will take place from 5:30 to 7:00 p.m. and the hearing for testimony will take place from 7:00 to 8:00 p.m.

The Department requests that individuals wishing to testify at the hearing submit a written notice of intent to Patricia Monahan, Regional Communications Manager, ERSI Public Hearing, PA DEP, 2 Public Square, Wilkes-Barre, PA 18701-1915, or by email at pamonahan@pa.gov

Persons unable to attend the hearing may submit written statements/comments to the Department on or before August 28, 2025.
