DEP Secretary Introduces Bevin Ann Buchheister As New Acting Deputy Secretary For Water Programs

DEP Secretary Richard Negrin introduced Bevin Ann Buchheister, Esq. as the new Acting Deputy Secretary for Water Programs at the July 11 Environmental Quality Board meeting.

As Deputy, she is responsible for overseeing the operations of the Office of Water Programs, including the bureaus of Waterways Engineering and Wetlands, Safe Drinking Water, and Clean Water, Compacts and Commissions Office and Planning and Conservation Division, and oversees the Chesapeake Bay Office.

Buchheister served as head of the National Governors Association Water Policy Learning Network which provides information to Governors’ water policy advisors on best practices, policies and programs being developed and implemented across the country. 

She also managed the NGA’s Federal Facilities Task Force, working with the US Department of Energy and states on cleanup of nuclear waste created by cold war weapons production.

Before joining NGA, she served for six years as the Maryland director of the Chesapeake Bay Commission, a tri-state legislative commission where she developed and worked to pass legislation to remove phosphorus from maintenance lawn fertilizer, prevent over application of chicken litter as fertilizer to reduce runoff of excess phosphorus, ban microbeads in personal care products, add a fuel source to the renewable portfolio standard and protect funds for land conservation.

Before working for the Commission, she was the chief of staff to the Chairman of the Environmental Matters Committee in the Maryland House of Delegates and worked as a staff attorney for the YWCA representing clients seeking protective orders.

Her Pennsylvania roots include growing up in Delaware County.
