DEP Issues Chapter 105 Permit For 3.6 Mile EQT ARO LLC Aboveground Shale Gas Water Pipeline In Lycoming County

The Department of Environmental Protection published notice in the August 1 PA Bulletin announcing it has issued a Chapter 105 permit to EQT ARO LLC for a 3.6 mile aboveground shale gas water pipeline in McNett and Cascade Townships, Lycoming County.  (
PA Bulletin, page 4615)

The plastic pipeline will begin at the future RBP Aboveground Storage Pad to the Hemlock shale gas well pad and continue to the RBP shale gas well pad A.

Construction will impact N. Pleasant Stream (Exceptional Value), Rock Run (Exceptional Value) and various wetlands.

Anyone aggrieved by this decision has 30 days from this notice to file an appeal with the Environmental Hearing Board.

July 27, 2026 inspection of the James Zimmerman 1 conventional well in Pine Creek Township in response to a notification of a spill found contaminated water from a storage tank at the site had leaked into secondary containment from a hole in the bottom of the tank.  Owner will be onsite next week to clean it up.  DEP inspection report 

-- Susquehanna County - Repsol Oil & Gas USA LLC  [3,229 Days] Casing/Cement Failure

July 21, 2026 administrative inspection of the Camp Comfort 7H shale gas well in Middletown Township as part of continuing well casing/cementing failure monitoring since violation first issued on Sept. 28, 2017. Response requested to violation for first time by Aug. 26.  DEP inspection report.

-- Westmoreland County - Diversified Prod LLC - Venting Gas

July 21, 2026 inspection of the Paul W. Graff conventional gas well in Salem Township found efforts to plug the well in April 2026 failed and gas was still venting from the well. Violations continued for abandoning, not plugging the well and not complying with a DEP order.  Response requested by August 14.   DEP inspection report 

-- Washington County - Frank L. Washabaugh Oil Producers  [622 Days] - No Cleanup

July 28, 2026 follow-up inspection of the William M. Johnson 1 conventional oil well in Cross Creek Township found owner still has not complied with June 16, 2025 compliance order to cleanup spills at the well site and address other violations originally issued on Nov. 13, 2024DEP inspection report sent to owner, no requests made.
