Highlights Of Shale Gas, Conventional Oil & Gas Compliance Actions In 2025
The Department of Environmental Protection had another challenging year trying to keep up with all the violations by the shale gas and conventional oil and gas industry in Pennsylvania. Read more here.
DEP also had a major change in leadership in the Oil and Gas Program with the appointment of Seth Pelepko, P.G. as the Acting Deputy Secretary for Oil and Gas Management in September.
The PA Environment Digest’s weekly review of DEP’s oil and gas inspection reports yielded hundreds of actions taken to enforce the state’s oil and gas laws and regulations and some of the major actions taken are summarized here month by month.

Major Challenges Faced By DEP’s Oil & Gas Program In 2026
The number of shale gas wells increased 35.3% since December 2016 from 18,060 to 24,451 as of January 1, while DEP’s Oil and Gas Program enforcement staff has been frozen at nearly the same levels as December 2016.
These numbers alone tell a lot about the challenges faced by DEP’s Oil and Gas Program in the coming year, but they aren’t all of them.
As the state prepares from another budget season, here are some of the major policy challenges DEP’s largest program has in regulating an industry with such a significant impact on Pennsylvania’s landscape, communities and the daily lives of our citizens. Read more here.
Governor’s Agenda Includes Conventional Well Reg. Updates, New Injection Well Rules
The Governor’s Office published its latest agency-by-agency Regulatory Agenda in the January 31 PA Bulletin showing the status of regulations in development and an approximate schedule for consideration includes updating conventional oil and gas environmental and waste regulations, new injection well regulations and change to shale gas permit fees. MarkWest Pipeline Construction Loses 1.2 Million Gallons Of Drilling Fluid
On January 8, 9, 10, 12 and 13, MarkWest Liberty Midstream & Resources LLC notified DEP horizontal drilling operations on the construction of the shale gas-related Chiarelli to Imperial pipeline in Mount Pleasant and Robinson Townships, Washington County resulted in the loss of 506,900 gallons of drilling fluids into abandoned mine voids. This brings the total number of reported incidents for this project to 18 with a total fluid loss of 1,241,500 gallons that began on October 27. No violations issued yet. Read more here.
Seneca Resources Fails To Submit Area Of Review Reports Before Drilling
A January 28, 2026 administrative review of four Seneca Resources shale gas wells on the Chappell D 855 well pad in Middlebury Township, Tioga County found the owner failed to submit Area of Review Reports to identify possible conflicts with water and other oil and gas wells in the area 30 days prior to the state of drilling or within 30 days of permit issuance. The Reports were ultimately submitted, but only after drilling had begun. DEP said “moving forward, Seneca Resources should take all measures necessary to submit AOR reports in a manner that complies with the regulation.” Violation issued, marked "immediately corrected.” DEP inspection report.
Spills Continue At Seneca Resources Taft Shale Gas Well Pad - Day 455
On January 21, 2026, the Department of Environmental Protection inspected the Seneca Resources Co LLC Taft 851 shale gas well pad in Middlebury Township, Tioga and found “visible evidence of a release of material that overtopped the secondary containment structure” and contaminated liquid in secondary containment that had not been removed.
DEP also found erosion and sedimentation control measures at the pad and not been converted to post-construction best management practices to control runoff from the pad. Read more here.
Eureka Resources Has Jan. 31 Deadline To Remove Oil & Gas Wastewater
The Department of Environmental Protection set a January 31 deadline for Eureka Resources, LLC to remove all remaining wastewater from its three closed oil and gas wastewater treatment plants and pay an outstanding penalty or face additional legal proceedings and penalties.
The deadline was included in notices of violation issued to the company by DEP’s Waste Management Program on January 8 for the 2nd Street and Catawissa Avenue treatment plants in Williamsport, Lycoming County and the Standing Stone facility in Standing Stone Township, Bradford County.
Approximately 1.5 million gallons of wastewater is still being stored at the Standing Stone facility. Read more here.
Range Resources Shale Gas Water Pipeline Froze, Cut Apart To Dewater
On January 22, Mount Pleasant Township Police reported the freezing of an aboveground Fresh water pipeline serving Range Resources shale gas drilling operations in Washington County near the Yonker Tank Pad. The police notice said "extreme weather and temperature conditions have caused frozen piping" requiring Range Resources to switch to hauling water by dozens of trucks on Township roads for the next two weeks. DEP posted inspection reports from January 21, 2026 showing how Range Resources is force heating and cutting apart sections of the polyethylene pipeline to release water and ice along its route. Read more here.
Mount Pleasant Township is also where horizontal drilling for new shale gas-related pipelines by MarkWest Liberty Midstream caused the release of 1.2 million gallons of drilling fluids into abandoned mine voids along the pipeline route from October to early January. Read more here.

Butler & Venango Counties - Lazy Oil Company
On December 30, 2025, the DEP issued violations to the Lazy Oil Company for abandoning and not plugging 12 conventional oil and gas wells in Butler and Venango counties.
Violations were also issued for failure to submit annual production, waste generation and well integrity reports for at least the last 10 years.
None of the wells were inspected by DEP before and none of the wells could be located at the GPS coordinates listed on the oil and gas well registrations. Read more here.
Fayette County - The Production Co LLC [884 Days]
January 15, 2026 inspection of the Bobak 1 (Luzerne Twp.) and the Zazado 1 (Jefferson Twp.) conventional wells found the owner failed to comply with a well plugging order and did not complete restoration of the site since well was reported plugged on August 15, 2023. Order issued on April 22, 2024 to restore well sites. Original failure to comply with order violation issued August 8, 2025 is continued. No response requested from owner.
Forest County - LT Oil Co LLC
January 21, 2026 inspections of 25 conventional oil and gas wells in Harmony Township, Forest County transferred from the Lendrum Energy LLC to LT Oil on December 17, 2025 found the wells capable of production. Each of the wells received violations in June 2024 for being abandoned and not plugged while under Lendrum Energy ownership. Wells are no longer abandoned. No violations issued or continued. Venango County - William L. Huber
January 6, 2026 inspection of 7 conventional wells in Cornplanter Township, Venango County found the wells abandoned and not plugged. No annual production, waste generation and well integrity reports are on file. The wells-- Huber 5, 10, 14, 15, 19, 20 and 26-- were never inspected before and are on DEP’s abandoned well list. The owner is deceased, according to DEP. DEP inspection report example.

Lycoming County - EQT ARO LLC
January 28, 2026 inspection of the Clearview Hunting Club 4H shale gas well in Gamble Township, Lycoming County found the well had been plugged. Original violation issued March 4, 2025. DEP will clear violation when plugging certificate received. No obvious concerns. DEP inspection report.
Washington County - Rice Drilling B LLC [EQT] [1,899 Days]
On January 8, 2026, the Department of Environmental Protection did a follow-up inspection of the Rice Drilling B LLC (EQT) Lohr 12H shale gas in Somerset Township, Washington County and found the well was still abandoned and unplugged. DEP originally issued the violation for abandonment on October 27, 2020. DEP requested a response by January 26. DEP inspection report and photos. Read more here.
Shale Gas Pipeline Drilling Spills/Releases
Tioga County - JKLM Energy LLC
January 15, 2026 inspection of the Wood to CMC Pipeline construction site in Tioga Township, Tioga County in response to a notification of an “inadvertent return” during construction of a 12-inch freshwater pipeline and a 16-inch natural gas pipeline found the return had been cleaned up and stored in 5 storage tanks. There was no evidence the release moved outside the permit area. Violations issued and noted as immediately corrected. DEP inspection report.
Shale Gas Well Spills/Releases
Clarion County - Northeast Natural Energy LLC
January 23, 2026 inspection of the Radaker shale gas well pad and 8 million gallon water impoundment in Madison Township, Clarion County found holes in secondary containment liner around production equipment. Violation issued. Response requested by February 20. DEP inspection report.
Greene County - CNX Gas Company, LLC [560 Days]
On December 5, 2025, DEP sent a technical deficiency letter to CNX Gas Company, LLC/CNX Midstream Operating Company, LLC and Consol Pennsylvania Coal Company saying its Draft Cleanup Report failed to prove the cleanup of groundwater at the site of a major shale gas wastewater spill in Greene County met Act 2 Land Recycling Program remediation standards.
The report covers a May 20, 2024 rupture of the 12-inch McQuay shale gas wastewater pipeline involving 14.3 acres at the Coarse Coal Refuse Disposal Area 7 in Morris Township, Greene County. Read more here.
Lycoming County - EQT ARO LLC
January 22, 2026 inspection of the Mallory shale gas pad A in Plunketts Creek Township, Lycoming County found multiple areas of wastewater contamination on the pad and on the access road between the Bieber Sisters well pad and this pad. Water samples taken. Multiple violations issued. Response requested by April 6. DEP inspection report.
Tioga County - Seneca Resources Co LLC [239 Days]
A January 7, 2026 DEP inspection of the Seneca Resources Co LLC Vandergrift shale gas well pad in Charleston Township, Tioga County found contaminated fluid is still being produced and cleaned up at the site as a result of wastewater spills discovered on May 13, 2025 during well plugging operations. DEP recommendations are the same as they were in October: continue monitoring for contamination, remediate as necessary and continue collecting contaminated fluids. DEP inspection report and photos. Tioga County - Seneca Resources Co LLC [455 Days]
On January 21, 2026, the Department of Environmental Protection inspected the Seneca Resources Co LLC Taft 851 shale gas well pad in Middlebury Township, Tioga and found evidence of wastewater spills continuing at the site. Violations originally issued October 23, 2024. No response requested. Read more here.
Tioga County - Repsol Oil & Gas USA LLC
January 14, 2026 inspection of the Golden Eagle shale gas well pad in Covington Township, Tioga County in response to a notification of a release by the owner found about 2,520 gallons of wastewater was released to secondary containment around production wastewater tanks on January 13. The wastewater was collected and hauled off site. Frozen stormwater within the containment will be monitored and disposed of when it thaws. No violations issued. DEP inspection report.
Washington County - Diversified Oil & Gas LLC [356 Days]
January 6, 2026 follow-up inspection of the Cowden 9H plugged shale gas well in Hopewell Township, Washington County found continued evidence of ground contamination around the wellhead of the well. Original violations issued on January 15, 2025, continued on July 10, October 16, October 28, November 14, November 19 and during this inspection. Response requested by January 21. DEP inspection report.
This well pad has had a bad compliance record going back to a March 2010 fire in a frack water impoundment on the well pad for which EPA fined the then owner $84,000 and many other violations.
Washington County - EQT Production Company
On January 5, 2026, EQT Production Company notified DEP a tank truck hauling production wastewater lost its load on the public road and access road going to the EQT Production Company Sarah shale gas well pad in Union Township, Washington County. EQT said a fitting broke on the truck causing wastewater to “pour out of the truck” onto the access road, according to one witness. EQT said a second tank truck in the convoy stopped and tried to suck up the wastewater spilling on the road. Multiple violations. Requested a response by January 28. Wyoming County - Expand Oper LLC
January 7, 2026 inspection of the W&L Wilson shale gas well pad in Lemon Township, Wyoming County in response to a June 10, 2025 notification of two drums full of brown oily fluid requiring disposal. The drums were still on the site untouched and some of the fluid over-topped containment and impacted the pad surface. The owner was notified again and said they will properly dispose of the liquid in the drums and remediate any contaminated areas. Fresh violations issued. Response requested by January 27. DEP inspection report.
Conventional Well Spills/Releases
Washington County - Frank L. Washabaugh Oil Producers [376 Days]
January 6, 2026 compliance evaluation for the WM M. Johnson 1 conventional well in Cross Creek Township, Washington County found some effort had been made to clean up multiple releases on the site, but not enough. Owner failed to comply with cleanup order issued on June 24, 2025. Original violations issued December 26, 2024. No response requested from owner. DEP inspection report.
Westmoreland County - Oil & Gas MGMT Inc. [53 Days]
January 13, 2026 inspection of the May Kunkle 5 conventional well in Mount Pleasant Township, Westmoreland County found no action taken to cleanup multiple spills on the site and no response received from the November 21, 2025 violations. Violations continued. Response requested again by January 21. DEP inspection report.
Westmoreland County - Windfall Energy Inc. NV
January 13, 2026 inspection of the Municipal Authority 1 conventional well in Oklahoma Borough, Westmoreland County found no progress had been made in addressing outstanding violations for spills and releases discovered at the site October 2, 2025 as a result of a complaint investigation. The owner is under a DEP order to clean up the site. Attempts to contact the owner found a full voicemail box. Violations continued. No response requested from owner. DEP inspection report.

Bradford County - Expand OPER LLC [483 Days]
January 22, 2026 inspection of the A&M shale gas well 105HC in Wilmot Township, Bradford County as part of ongoing monitoring of casing/cement failure found the presence of gas in the annulus of the well. Original violation issued September 26, 2024. Violations and monitoring to continue. DEP inspection report.
Susquehanna County - Chesapeake Appalachia LLC [161 Days]
January 22, 2026 inspection of the Cannella 6H shale gas well in Auburn Township, Susquehanna County to observe pressure test as part of monitoring casing/cement failure found the presence of gas in the cemented annulus of the well. Original violation issued August 14, 2025. Violation continued. Monitoring will continue. DEP inspection report.
Tioga County - Clean Energy Exploration & Production LLC [New]
January 22, 2026 File Review of Whispering Pines Rod and Gun Club 4H well, 7H well, 8H well, 10H well and 12H well in Delmar Township, Tioga County to report gas samples results from pressure build up tests from June and July, 2025 found gas was present in all the casing annuluses indicating failure of the casing/cementing in the wells. Violations were issued for each of the wells. Response requested by February 20.
Wyoming County - Chesapeake Appalachia LLC [2,356 Days]
January 9, 2026 inspection of the McGraw NWYO 1H and 5H shale gas wells in Washington Township, Wyoming County as part of ongoing monitoring of casing/cementing failures detected gas in the well annuli. Original violations issued July 29, 2019. Violations and monitoring will continue.
Wyoming County - Expand OPER LLC
January 15, 2026 inspection of the Shaw 2H shale gas well in Windham Township, Wyoming County found evidence of casing/cementing failure in the well in a pressure test of the well. A well integrity report submitted on October 3, 2025 indicated the continuing presence of gas in the 2H well. Violation issued. Response requested in 30 days. DEP inspection report.

Venango County - Stonehaven Energy MGT Co LLC
January 20, 2026 inspection of the Eva Glass 2605 conventional well in Cranberry Township, Venango County as a result of a complaint found the well venting gas indicative of defective casing. Owner also failed to submit production, waste generation and well integrity reports. Violations issued. Response requested by February 27. DEP inspection report.
Conventional Wells Venting Gas
Fayette County - Nollem Oil & Gas Corp
January 7, 2026 inspection of the Leslie Moser 1 and Leslie Moser 2 conventional wells in Germany Township, Fayette County in response to a complaint found bubbling from the soil three feet from the Moser 1 well and 20 feet from the Moser 2 caused by escaping natural gas at combustible levels “over range” of the alarm. Both wells are noted as plugged. No violations issued. No response requested from the well owner. No other follow-up inspection reports posted through January 31, 2026.
Greene County - Comm Energy Inc. [492 Days]
January 9, 2026 follow-up inspection of the Bradley 1 conventional gas well in Washington Township, Greene County found the well still venting gas and owner still failed to submit well integrity, production and waste generation reports. Original violations issued September 4, 2024. Violations continued. No response requested of owner. DEP inspection report.
Erosion & Sedimentation Violations
Washington County - Tunnel Ridge LLC
January 14, 2025 inspection of the CK Sprowls conventional well site in East Finley Township, Washington County found multiple erosion and sedimentation control violations on the pad and access road. Multiple violations issued. Response requested by February 6. DEP inspection report.
Westmoreland County - EQT Production Co.
On December 27, 2025, EQT Prod Co. notified the Department of Environmental Protection gravel and sediment washed off the access road to the Aphrodite shale gas well pad in Penn Township, Westmoreland County into a drainage way. EQT said the incident was the result of a high volume of truck traffic and freeze/thaw cycles destabilizing the access road before a series of precipitation events. Violations issued.
