PA Oil & Gas Industrial Facilities: Permit Notices, Opportunities To Comment - September 6

The following notices were published in the
September 6 PA Bulletin and other sources related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

-- The DEP Oil and Gas Technical Advisory Board is scheduled to meet September 11 to discuss a variety of topics including a new civil penalty procedure, an industry petition to allow processing/storage of oil and gas wastewater from anywhere on every shale gas well site and a new erosion and sedimentation control policy.  Read more here.

-- On September 4, the US Environmental Protection Agency Mid-Atlantic Region published a public notice inviting comments on a draft renewal of a permit for the Columbia Gas of PA oil and gas wastewater injection well in Beaver Falls, Beaver County.  

The permit would authorize the continued operation of a UIC Class IID disposal injection well-- the John Galey C-5 Well-- located in the Blackhawk Storage Field.  Read more here.

-- The Susquehanna River Basin Commission is scheduled to hold its next regular business meeting September 24 to consider its annual budget and water withdrawal requests, including 11 related to shale gas development and two for power plants. Read more here.

-- MarkWest Liberty Midstream & Resources, LLC - 4.5 Mile 20-Inch Natural Gas Gathering Pipeline: DEP invites comments on a Chapter 105 permit covering a 100 foot right-of-way that includes property containing part of the Montour Trail located in Fayette, Allegheny County and Robinson Township, Washington County. Received Feb. 5, Issued Aug. 20. (PA Bulletin, page 6472).


-- Eastern Gas Transmission & Storage Inc. - EGTS Natural Gas Pipeline Finnefrock, Centre and Chambersburg Compressor Stations: DEP issued a Chapter 102 permit for a project to increase the capacity of the pipeline by adding compression and facility modifications at the compressor stations located in Spring Township, Centre County; Leidy Township, Clinton County; and Hamilton Township, Franklin County.  (PA Bulletin, page 6477)


Land Recycling/Brownfield Cleanups

-- Diversified Gas & Oil Corp - AJ Stahura #8: DEP received a Final Report on remediation of soil contaminated with production wastewater to meet the Statewide Health Standard at a site in Susquehanna Twp., Cambria County. (PA Bulletin, page 6466)


2025 Act 2 Oil & Gas Facility Pollution Cleanups

So far in 2025, DEP received or acted on 126 Act 2 Land Recycling notices related to oil and gas facility site cleanups. 


Air Quality Permits - Comment

-- Highland Field Services, LLC - Seven Mile Minerals Site: DEP invites comments on a modification to an Air Quality Plan Approval issued for the facility located in Sergeant Twp., McKean County. (PA Bulletin, page 6449)

-- WB Lanchester, LLC - Landfill Gas Plant: DEP invites comments on a proposed Air Quality Plan Approval for a project in Caernarvon Twp., Lancaster County.  (PA Bulletin, page 6450)

-- NFG Midstream Covington LLC - Breon Compressor Station: DEP renewed a GP-5 Air Quality General Permit for the facility located in Sullivan Twp., Tioga County. Received Aug. 7, Issued Aug. 22. (PA Bulletin, page 6467)

-- Coterra Energy, Inc. - J. Crane Shale Gas Well Pad: DEP issued a GP-5A Air Quality General Permit for multiple air pollution sources at the facility located in Lathrop Twp., Susquehanna County. Received July 23, Issued Aug. 6. (PA Bulletin, page 6468

-- Terreva Renewable Energy, LLC - Landfill Gas Pipeline: DEP issued an Air Quality Plan Approval Extension for the facility in Wayne Twp., Clinton County.  Received Aug. 15, Issued Aug. 22. (PA Bulletin, page 6468)

-- Coterra Energy Inc. - Pipeline Project: DEP issued a Chapter 102 permit for a pipeline project impacting Meshoppen Creek, White Creek and Thomas Creek in Springville Twp., Susquehanna County and Lemon Twp., Wyoming County. Received June 15, Issued Aug. 25. (PA Bulletin, page 6473)

-- Anegada Energy LLC - Pipeline Project: DEP issued a Chapter 102 permit for a pipeline project impacting Long Run and Wolf Creek located in Slippery Rock and Mercer Townships,   in Mercer County. (PA Bulletin, page 6473)
